Sonny Shah, Ben Shoval, Dennis Vanover, Jay Wildgen, Roger VVilson North First Street Corridor Revitalization Proect SIED Plannin Gran t Scoping. In 2010 the City received a SIED planning grant in the amount of S25.000 for the North First Street corridor. The funding will be used to begin a community mobilization arid visioning process to determine options for infrastructure and public facilities related to North First Street, arid to develop illustrations and cost estimates for recommended improvements. This project is a priority of the Yakima City Council. Project consultants Jeffrey Louman (Huibregtse, Lcuman Associates) and Coe Hough -Beck (HBB Landscape Architecture) gave examples of local and regional revitalization projects they have worked on, including the Downtown Yakima Futures Initiative. They shared information about the scope and timeline for the planning process. Michael Morales spoke about the mill district development and e.xpeeted impacts to the North First Street area. He reiterated that Council is setting the pace on this project and shared Council's expectation that the area businesses and property owners will help Couneii frame the vision for the improvements through a steering committee. He briefly outlined potential funding mechanisms including leveraging of LIFT funds (Local Infrastructure Financing Tool), grants, loans and some potential for public funding. Community communication Discussion ensued regarding outreach to the larger community. Jay Wildgen, General Manager of the Clanon Hotel, offered to help coordinate a community meeting when the time comes. He will also work with City Community Relations Manager Randy Beehler to coordinate media requests The businesses also requested help with an informational flyer they.can give to their customers. The style concept helps create a sense of place, Them were various unique options such as lighting styles and banners. Both concepts also incorporated optional common elements such as bus benches, Maniere and trash receptacles that could be similar to the Yakima Avenue streetscapw John Gasperetti asked if the would work north of "Ill Street where First Street is narrow Mr. Woman said one option would be to secure additional right-of-way: Joan Davenport suggested that a trade off could be to eliminate on -street parking north of "IF and to reconfigure the lanes. DisCussion ensued. The Committee suggested that the luminous concept be carried forward with the following guidelines; • Eliminate parallel parking north of T Street * Reconfigure lane widths In Include street trees — no lights on trees • Strategically carry over sindar elements from Yakima Avenue • Carefully consider the placement and number of planters due to maintenance issues 9 Strategically placed lighted banners and colored light sticks There was a hriW discussion of how the improvements would be maintained, An ambassador program similar to downtown was suggested as the best solution, The businesses in the area will have to make the decisions. Collie Hough Beck reviewed some of the suggestion "Luminous" themed furnishings including lighted banners, pedestrian lights and bus Mop "candlestick" lights plus trash receptacles, backless benches, street trees and grates darned over from the Yakima Avenue design therne Additional research was done regarding lighted banners and she recommended a less expensive, more Mnctional vinyl design_ Leman reported that he is working with Joan Davenport on lane and sidewalk widths They are working to identify locations on North First Street that would allow medians, The medians could have design features such as lighted banners and landscaping. Louman suggested a potential way to start the project would be to concentrate on designing a 'gatewaymedian at the north end of the street Discussion and brainstorming ensued regarding the branding of North First Street and potential creative funding methods, Ideas for further discussion by the North First Street business community included- • Sponsored banners * Work with a graphic designer on banner design O Business district or gateway to the city * Property owners help pay for frontage improvements The next e. ng of the North Fimt Street Committee Mil be a Community Forum tentatively scheduled for Thursday, May 12 at 500 pm. A power point presentation displayed before and after photos of similar example streetscap© projects from other areas around the State, After the participants had a chance to review the boards and strip maps of the project area there was a presentation by the city and the consultant team of the process, background, and the recommended preferred concept, Participants had the following comments during the informal open house and after the presentation: Likes: • Street trees • Roundabout concept at the south end of the project • Wide sidewalks • Lighted banner concept General Comments: • The concept will clean up the area • Likes the Yakima Ave. paver inlays; is there a way to bring these into North First Street? • Concerned with sight lines al the Best Western if the median is installed in the center of the street. • Signal al Tamarak? • Needs to blend with Yakima Ave, • Freeway entrance gateway treatment needs to relate to the other city gateway entrances. Lighting Comments: • Incorporate the Yakima Ave. light fixture • Keep the lighting simple • Change the light fixture to distinguish this area as a district different from Downtown. Resolution expressing intent to establish a Downtown Yakima Bti$ififiSs Improvement District (DYBID) through the resolution process City Manager Don Cooper brefect we Council on preiousIy presented information regarding authority for the DYBID improvement, Citizeiris and Council Merribers discussed this issue at length, ceiteratrng the history of the MIND and the status of Committee for Downtown Yakima's (CDY) efforts to reach the required percentage to re-establish the DYBID. Representing CDY, ,larme Stickel presented Council with Inc percentage in favor of tt-t assessment, which is 50.15 percent. Roger Wilson, John Puocinelli, Jarnie Lee Stickel, Joe Mann, John Baule and Kim Stracke spoke in Favor of the assessment. Mark Peterson spoke in favor of the assessment although he opposes the contract with COY City Manager Cooper clarified Me agenda item is to establish the downtown area assessment. The North First Street Revitalization Project has been designed in two contracts, due to different funding sources. However, construction of the Phase 2 corridor was targeted to occur in one calendar. year, if possible. The North 1 Street Revitalization project, Phase 2 (southern portion) identified a couple of concerns which may impair the full project from construction during one season: ▪ Continuous disruption to traffic and businesses • Concerns with private utilities being able to relocate on time Disruption to Traffic and Businesses to Construct Phase 2 of Corridor in One Year The entire corridor for the North First Street Revitalization project is about a mile and one-hatf. Phase 1 (northern phase) is about a half -mile. The distance from Martin Luther King, Jr, Boulevard to 'N' Street (Phase 2) is about one mile, In order to complete the Phase 2 project during one construction season, the Contractor would need to be able to work the entire length of the project at the same time, resulting in a mile long construction zone and disrupting all businesses within the project for most of the year_ Private Utilities Between I Street and 'N' Street, there are many private utilities to be relocated. Connections will have to either be converted to underground connections or routed to a new riser pole on private property. These relocations will require the private utilities (Pacific Power, Centurylink, etc.) to acquire easements through private properly, With the number of easements required and the number of connections to be modified, the utility companies have made it clear they will not be able to accomplish this work in time for the 2016 construction season Although required by RCWs or franchise agreement to relocate their utilities, the City has yet to recuperate delay costs paid to the Public Works Contractor as a result of private utility -caused delays on other projects. Phasing the Project An option to constructing this project that alleviates these concerns is to split the North is'Street Revitalization, Phase 2 project into two phases. Splitting the project into two phases, MLK to 'I' Street (construction in 2016) and '1' Street to N Street (construction in 2017), would minimize the impacts to traffic and businesses by limiting the amount of area disturbed at any one time to approximately 1/4 of a mile. Constructing this project in two seasons would allow the Contractor to perform the work with a typical local crew, thereby saving costs, Also, there are minimal impacts to private utilities south of 'IStreet. Therefore, MLK to 'I' Street could be constructed in 2016 without major concerns of delays caused by the private utilities, while allowing an additional year for the private utilities to acquire th-e easements required to relocate their facilities between Street and 'N' Street. The corridor design of the street improvement project is recommended to have different bicycle facilities for the northern and southern phases: depending on right of way availability, freight traffic and destinations. The recent development of the Draft Yakima Bicycle Master Plan (YBMP) provided more analysis and discussion about appropriate and safe locations to place bicycle facilities. Street and Bicycle Facilities by Phase of Project: The redevelopment of North First Street has beer, identified by City Council as a priority Economic Development project, As the Council is aware, Phase 1 of the project (the northern portion) from SR 12 to "NJ' Street is funded by Surface Transportation Program (STP) funds of $2.7 Million. However, the allocation of these Federal Funds has been delayed until 2019. A striped 5' wide bicycle lane on each side of the street was planned for the northern portion of the project. Phase 2 of the project (NI Street to MLK Boulevard) is currently under design and is proposed to be funded through a city bond of $8 million with construction to begin in 2016. The portion of North First Street south of "I" Street has wide right of way (average of 100 feet) to accommodate a "buffered' bike lane that. provides separation between the travel lane and the bike facility. North First Street north if "I' Street has an average of 84 feet of right of way. Since bicycles are not permitted on SR 12 or 1-62, bicycle destinations were examined in the northern portion of the corridor. It was determined that bicycle access should be promoted to the Yakima Greenway, rather than to the freeway system. Therefore, at 'I' Street bicycles could be directed to either North 4* Street or North 6'1' Avenue, which both connect to trailheads of the Yakima Greenway, The First Street corridor, north of "I" street will not have a striped bicycle lane or signs for a "shared" bicycle lane. A white fog line will be painted to designate the edge of the outside 12 -foot travel lane, at approximately 2 feet from the face of the concrete curb. This will provide a margin for snow storage and amenity space for street trees, street lights and traffic control signs. The existing Yakima Transportation Plan adopted in 2006 supports this approach, and is shown in the attached map labeled "Map 4-2". This concept has been submitted to the Draft Yakima Bicycle Plan for future adoption.
