U y AN ORDINANCE relating to local government administration; specifying duties of the Division of General Accounting of the Department of Finance; amending Section 1.18.065 of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 1.18.065 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.18.065 Division of General Accounting. The Division of General Accounting, under the supervision of the Director of Finance, shall: (1) Compile the annual budget and prepare estimates therefor; (2) Maintain a general accounting system for the city government and its departments and officers and maintain central accounts for all departments, including the water utility; (3) Maintain and operate a data processing system for the city; (4) Audit currently all departmental, special and trust funds of the city; • (5) Preaudit all purchase orders and expenditures; (6) Audit all payrolls which have been prepared and submitted by the several departments; (7) Audit all claims against the city; (8) Prepare a monthly report of the fiscal activities of all funds for the preceding month and such other reports as may be required by the City Manager; (9) Enforce the provisions of the traffic ordinances of the City, of Yakima pertaining to nonmoving traffic viola- tions, concurrently with the Police Department. Metermen and parking metermen employed in this division are hereby vested with authority to enforce such ordinances by placing notices on illegally parked vehicles, as prescribed by applicable ordinances, and by signing formal complaints for the issuance of warrants by the court for violations of such ordinances. (10) Service, maintain and repair parking meters; (11) Collect and pay to the City Treasurer all pro - ceeds from parking meters; (12) Maintain an office for the purpose of receiving all money paid as bail for noncoving traffic violation cita- tions; (13) Perform such other services as may be required by law or the City Manager." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
