HomeMy WebLinkAbout1970-1236 ORDINANCE NO. 7; AN ORDINANCE relating to building regulations; adopting by reference Volume 11 of the Uniform Building Code, entitled "Uni- form Mechanical Code ", 1970 Edition of the International Conference of Building Officials and the International Association of Plumbing and Mechanical Officials, together with "Appendix B - Fuel Gas Piping ", and 1101 making amendments thereto; amending Sections 11.32.010, .030, .040, .060 and .070, adding Sections 11.32.015 and .050 as new sections, and repealing Section 11.32.020, all of the City of Yakima Municipal Code. WHEREAS, R.C.W. 35.21.180 authorizes cities and towns within the State of Washington to pass ordinances adopting by reference compila- tions and codes relating to the construction of buildings, and WHEREAS, the City Council of the City of Yakima has heretofore examined and understands the scope and purpose of the regulations of Volume II of the Uniform Building Code entitled "Uniform Mechanical Code ", 1970 Edition, of the International Conference of Building Officials and the International Association of Plumbing and Mechani- cal Officials, and deems it in the best interests of the City that 0 such Uniform Mechanical Code be adopted as the law of the City of Yakima, and WHEREAS, three copies of such Uniform Mechanical Code have here- tofore been filed in the office of the City Clerk of the City of Yakima for use and examination by the public, as required by law, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 11.32.010 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.32.010 Adoption of Uniform Mechanical Code. Volume II of the Uniform Building Code, entitled 'Uniform Mechanical Code' 1970 Edition of the Inter- national Conference of Building Officials and the International Association of Plumbing and Mechanical Officials, together with 'Appendix B -Fuel Gas Piping', of which not less than three copies each have been and now are on file in the office of the City Clerk of the City of Yakima, is hereby adopted and incorporated as fully as if set out in full herein, as the Mechanical Code of the City of Yakima, except as hereinafter amended, and the provisions and regulations thereof are hereby adopted as the provisions and regulations of the City of Yakima; and the several sections or numbers therein shall constitute, and may be referred to as the numbers of this chapter." Section 2. Section 11.32.030 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.32.030 Amendment to Section 304. Section 304 of the Uniform Mechanical Code adopted by this chapter is hereby amended to read as follows: SECTION 304. Any person desiring a permit required by this Code shall, at the time of filing an application therefor, pay a fee as required by this. Section. 1. For the issuance of each permit 3.00 2. For the installation or relocation of each forced -air or gravity -type furnace or burner, including ducts and vents attached to such appliance, up to and including 10G,000 B t u 's 4.00 3. For the installation or relocation of each forced - air or gravity -type furnace or burner, including ducts and vents attached to such appliance over 100,000 B.t.u.'s 5.00 4. For the installation or relocation of each floor furnace, including vent 4.00 5. For the installation or relocation of each suspended heater, recessed wall heater or floor mounted unit heater 4.00 6. For the installation, relocation or replacement of each appliance vent installed and not included in an appliance permit 2.00 7. For the alteration of, or addition to, each heating appliance,refrigeration unit, comfort cooling unit, absorption unit, or each comfort heating, cooling, absorption, or evaporative cooling system, including installation of controls regulated by this Code . . 4.00 8. For the installation or relocation of each boiler or compressor to and including three horsepower, or each absorption system over 100,000 B.t.u.'s . . . 4.00 9. For the installation or relocation of each boiler or compressor over three horsepower to and including 15 horsepower, or each absorption system over 100,000 B.t.u.'s to and including 500,000 B.t.u.'s . . . . 7.50 10. For the installation or relocation of each boiler or compressor over 15 horsepower to and including 30 horsepower, or each absorption system over 500,000 B.t.u.'s to and including 1,000,000 B.t.u.'s . . . 10.00 11. For the installation or relocation of each boiler or compressor over 30 horsepower to and including 50 horsepower, or for each absorption system over 1,000,000 B.t.u.'s to and including 1,750,000 B.t.u.'s 15.00 12. For the installation or relocation of each boiler or refrigeration compressor over 50 horsepower, or each absorption system over 1,750,000 B.t.u.'s 25.00 - 2 - 13. For each air handling unit to and including 10,000 cubic feet per minute, including ducts attached thereto 3 00 Note: This fee shall not apply to an air handling unit which is .a portion of a factory assembled appliance, comfort cooling unit, evaporative cooler or absorption unit for which a permit is required elsewhere in this code. 14. For each air handling unit over 10,000 cubic feet per minute 5 00 15. For each evaporative cooler other than portable type 3.00 16. For each vent fan connected to a single duct . . . . 2.00 17. For each ventilation system which is not a portion of any heating or air conditioning system authorized by a permit 3 00 18. For the installation of gas piping of any length up to and including 50 feet (minimum fee) 1 50 • For each foot of gas piping over 50 feet . .per ft. .01 22. For each appliance or piece of equipment regulated by this code but not classed in other appliance categories, or for which no other fee is listed in this code . . 3.00" Section 3. Section 11.32.040 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.32.040 Amendment to Subsection 913 (b). Subsection 913(b) of the Uniform Mechanical Code adopted by this chapter is hereby amended to read as follows: SECTION 913(b) GAS VENTING INTO EXISTING MASONRY CHIMNEYS. Existing lined masonry chimneys and unlined chimneys with not more than one side exposed to the outside may be used to vent gas appliances provided: 1. An approved liner shall be installed in existing unlined masonry chimneys of correct size for the attached equipment, except that burners using 350,000 B.t.u.'s per hour input or more do not require a metal liner. Metal liners shall be con- e structed of not less than 24 gauge U.S.G., galvanized sheet steel. 2. The effective area of the chimney when connected to more than one appliance shall be not less than the area of the largest vent or chimney connector plus 50 per cent of the area of the additional vent or chimney connectors. 3. Automatically controlled gas appliances connected to a chimney which also serves equipment burning solid or liquid fuel shall be equipped with an automatic pilot. A gas appliance vent - 3 - connector and a chimney connector from an appliance burning another fuel may be connected into the same chimney through separate openings providing the gas appliance is vented above the other fuel - burning appliance or both may be connected through a single opening if joined by a suitable fitting located at the chimney. If two or more openings are provided into one chimney, they should be at different levels so that no portion of one inlet is in the same horizontal plane of another inlet. 411 4. The chimney passageway shall be examined to ascertain t hat it is clear and free of obstructions and shall be cleaned if previously used for venting solid or liquid -fuel burning appliances. 5. The vent or chimney connector shall enter the chimney not less than six inches (6 ") from the bottom of the chimney. The chimney shall be provided with a cleanout. If six inches (6 ") are not available, a cleanout shall be provided by install- ing a capped tee in the vent connector next to the chimney. Unlined chimneys with more than one side exposed to the outside shall be lined with an approved liner unless otherwise approved by the Building Official. When inspection reveals that an existing chimney is not safe for the intended application, it shall be rebuilt to conform to chimney standards of the Uniform Building Code or replaced with an approved gas vent." Section 4. Section 11.32.060 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.32.060 Amendment to Subsection 305(c). Subsection 305(c) of the Uniform Mechanical Code adopted by this chapter is hereby amended to read as follows: (c) When the installation is complete a second or final inspection shall be made. Certification of inspection and approval of gas installation shall be by attaching a metal 'City of Yakima' seal to the gas piping and by telephone verification to the gas utility company." Section 5. Section 11.32.070 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.32.070 Amendment to Section 2211 of Appendix 'B' by Addition of Subsection 2211 (g). Section 2211 of Appendix 'B' of the Mechanical Code adopted by this chapter is hereby amended by adding thereto a new subsection (g) to read as follows: (g) All gas meters shall be located outside of buildings, and those meters now installed inside or under buildings shall be • moved outside when additional equipment is added, or if existing equipment is replaced." Section 6. Section 11.32.015 is hereby adopted and added as a new section of the City of Yakima Municipal Code, which new section shall read as follows: "11.32.015 Amendment to Section 201(a). Section 201(a) of the Uniform Mechanical Code adopted by this chapter is hereby - 4 - amended to read as follows: SECTION 201(a) GENERAL. The Chief Building Inspector is hereby authorized and directed to enforce all the provisions of this Code. For such purpose he shall have the powers of a police officer. Whenever the term Building Official is used in this code it shall be construed to mean the Chief Building Inspector." Section 7. Section 11.32.050 is hereby adopted and added as a new section to the City of Yakima Municipal Code, which new section shall read as follows: "11.32.050 Amendment to Section 302. Section 302 of the Uniform Mechanical Code adopted by this chapter is hereby amended by adding thereto a new subsection numbered 302 (d), which new subsection shall read as follows: 302(d) TO "WHOM PERMITS MAY BE ISSUED. (1) A permit may be issued to a properly licensed person, firm or corporation not acting in violation of any current con- tractors law. (2) Any permit required by this code may be issued to any person to do any work regulated by this code in a single family dwelling used exclusively for living purposes, including the usual accessory buildings and quarters in connection with such buildings, in the event that such person is the bona fide owner of any such dwelling and an accessory building and quarters, • and that the same are occupied by said owner, provided, that owner shall personally purchase all materials and shall per- sonally perform all labor in connection therewith. (3) No permit shall be issued to any person to do or cause to be done any work regulated by this code except to a person holding a valid unexpired and unrevoked heating and /or comfort cooling installers license as required by Section 11.32.090 of this chapter." Section 8. Section 11.32.020 of the City of Yakima Municipal Code is hereby repealed in its entirety. Section 9. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter.
