HomeMy WebLinkAbout07-08-15 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of July 8, 2015 Call to Order Chairman Dave Fonfara called the meeting to order at 3:30 p.m. Roll Call YPC Members Present: Chairman Dave Fonfara, Bill Cook, Al Rose, Patricia Byers, Carmen Mendez YPC Members Absent: Vice -chair Scott Clark (excused); Ron Anderson (excused) Staff Present: Jeff Peters, Supervising Planner; Robbie Aaron, Assistant Planner Others: Sign -in sheet in file Audience Participation None noted. Staff Announcements Supervising Planner Jeff Peters announced that study sessions on the 2015 Comprehensive Plan Map Amendments (CPAs) are coming up. Peters asked the Commission how they would like to handle the public hearings for these CPAs. Commissioner Cook suggested splitting the public hearings for the CPAs into 2 hearings. The Commission had consensus to take time to consider what dates the public hearings should fall on and report back to staff. Commissioner Byers made a motion to approve the Planning Commission meeting minutes of June 10, 2015. The motion was seconded. The motion carried unanimously. Final Review and Approval of the YPC Findings of Fact and Recommendation to City Council Regardiptg Regardingthe Use and Definition of "Mission" in the GC CBD and M-1 Zoning Districts Peters reported that the Findings of Fact were forwarded to Chairman Fonfara, who has signed them as a result of a motion made at the last meeting to recommend approval of the text amendment to the Yakima Municipal Code (YMC) Title 15, Urban Area Zoning Ordinance. Peters added that the item will go before City Council on August 18f. Public Hearing: Airport Safety Overlay TXT#003-15 & SEPA#020-15 Peters asked the Commission to continue this public hearing to July 22nd to allow for additional changes to be made to the ordinance and allow staff time to work with other groups that have interest in changes to the Airport Safety Overlay. Assistant Planner Robbie Aaron went over the staff report and informed the Commission of minor changes staff recommends. -1- Mike Shinn, representing Congdon Orchards, handed to the Commission a letter containing their comments and briefly went over what the letter entailed and their recommended changes. Yakima Airport Manager Rob Peterson provided clarification for the Planning Commission on how determining the necessary length of the runway is forecasted. Peters shared some of his knowledge on runway length requirements for newer aircraft, pointing out that some newer aircraft do not require a longer runway length. Commissioner Rose discussed the flexibility in the code for land use as it relates to Airport Safety Overlay zones. Commissioner Cook expressed his ongoing concerns with the airport safety overlay zones going into other jurisdictions on the map. Peters suggested shading or crosshatching areas that are outside of Yakima's jurisdiction. Peters added that another reason why staff is asking this public hearing to be extended is to bring in more FAA data. Commissioner Rose made a motion to continue the public hearing on the Airport Safety Overlay to July 22, 2015. The motion was seconded. The motion carried unanimously. Other Business None noted.
