R-2018-087 A RESOLUTION to amend the Six-year Transportation Program (TIP) for the period of 2018 through 2023 to include projects affecting the City's Transportation Plan WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year TIP for the construction of, and repair of streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State RCW 35 77 010 and applicable federal law; and, WHEREAS, the City of Yakima desires to amend the adopted 6 -Year TIP, as contemplated and required by RCW 36 70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the 6 -Year TIP; and WHEREAS, this amendment is limited to incorporation of the projects listed in the 6 -Year TIP for the period of 2018 to 2023 and the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided for under RCW 36 70A.130(2B) and RCW 35 77 010, and WHEREAS, a public hearing has been held by the Yakima City Council to amend the 6 - Year TIP on Monday, August 6, 2018, with proper public notice as required by RCW 35 77 010, and WHEREAS, the City Council finds it is in the best interest of the City and its residents to amend the six-year Transportation Improvement Program, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The adopted 6 -Year Transportation Improvement Program for the period of 2018 through 2023 for the City of Yakima, shall be amended to delete the Powerhouse Road Sidewalk project and change the Status of the Northside Alley Paver project from Selected (S) to Planned (P) as shown on the attached spreadsheet. For Meeting of: August 6, 2018 ITEM TITLE: Public Hearing and Resolution to amend the 2018 through 2023 Six -Year Transportation Improvement Program SUBMITTED BY: Scott Schafer, Director of Public Works Brett Sheffield, PE, Chief Engineer - 576-6797 SUMMARY EXPLANATION: The Six -Year Transportation Improvement Program (TIP) is a list developed by the City of Yakima (City) that includes all of its transportation related projects. The City's existing Six -Year TIP has a list of 55 projects that amount to approximately $106,000,000. Only projects on the list are eligible for federal and state funds. Each year, near the end of June, the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six -Year TIP for submittal to the Washington State Department of Transportation. This Plan must include all transportation projects for which state gas tax revenue or federal revenue will be utilized. Once the TIP has been approved by the City Council, projects are eligible to be included on the Statewide Transportation Improvement Program (STIP). Only projects that are listed on the STI P can utilize federal funds. The STI P is a prioritized program of transportation projects, compiled from local and regional plans, along with the Washington Transportation System Plan, which provides a backbone for developing projects for the intermodal transportation network in the State of Washington. Once established, the STI P can be amended at any time during the year to add and/or remove projects. The first step to amend the STIP is for the City to amend its Six -Year TIP which requires a Public Hearing. The proposed amendment would remove two projects: Priority Project #4, Powerhouse Road Sidewalk; and, Priority Project #12, Northside Alley Paver, from the Six -Year TI P. The City will continue to pursue funding for these two important projects. 1. Powerhouse Road Sidewalk Project During the design of the Powerhouse Road Sidewalks project, Engineering staff were contacted by members of the biking community with concerns that the proposed construction of the sidewalk on Powerhouse Road would hinder the construction of future bike lanes on this section of Powerhouse Road. The section of Powerhouse Road beginning at the mobile home park where the bike lanes end heading west to Cowiche Canyon Road is a dangerous section of a popular bike ride referred to as the Naches Loop Trail. Staff agreed with their concerns, and 2 applied for other grants that would provide funding to construct bike lanes at the same time as the sidewalk. As the City has not yet been successful in securing a grant for the bike lanes and it would not be prudent to construct the sidewalk as currently funded. It became necessary to return the funds. The City has submitted an application for this project in the 2018 Bike/Ped call for projects. 2. Northside AIIey Paver Project Due to demands on Engineering Design staff for other priority projects, the design for the Northside AIIey Paver project never initiated, and time ran out with the funding. The available funds for this project were always tight, thereby not allowing for a contract with an Engineering consultant. The project was to pave the east/west gravel alleys between Folsom Avenue and Fruitvale Boulevard from 16th Avenue to 6th Avenue. The Public Hearing notice has been provided to all Yakima -area media, including to Decides', KDNA Radio, El Sol de Yakima, Hispanavision, Bustos Media, and El Mundo.
