Meeting Minutes of February 12, 2014
Call to Order
Chairman Dave Fonfara called the meeting to order at 3:30 p.m.

Staff Announcements
Steve Osguthorpe announced that City Council is scheduled to set the date on February
18, 2014 for the Council public hearing on March 18, 2014 to consider the Yakima
Planning Commission's Findings of Fact, Conclusions of Law, Recommendation, and
Ordinance amending Chapter 15.08 Signs of the Yakima Municipal Code regarding
regulation of billboards and off -premises signs within the City of Yakima.
Jeff announced that February 26, 2014 is the public hearing date for a preliminary long
plat by Apple Tree Construction in the vicinity of Coolidge Rd and 88th Ave. Ben Shoval
asked if any public comments have come in for this plat. Jeff confirmed that none have
been received. Bill Cook asked if the public comment is still open to which Jeff replied
that it is not.

Work Session- Finalize Discussion on YMC Title 15.08 Text Amendments
Steve Osguthorpe went over some of his corrections to the draft.
Al Rose shared his thoughts based on his own research into digital signs and billboards.
Steve mentioned that he asked Larry Oliver if the Planning Commission and staff can
have a demonstration of digital signs in the day time. Bill Cook added that he would
also like to have a demonstration in daylight.
Steve informed the Commission that staff has favored the nit approach as it is more
effective to determine compliance.
A member of the audience, Ralph Call, representing the Barge -Chestnut Association,
stated that he believes digital signs and billboards should be prohibited in protected
historic areas if there is no need for them. Jeff Peters read examples of "protected areas'.
Mark Kunkler and Jeff Peters expanded on historic districts.

Bill Cook made a suggested change to Table 8-2 in Section 4 regarding sign size in the
HB and B-1 zoning districts. Steve confirmed that he will incorporate this change into
the draft.
Steve Osguthorpe provided a summary of the corrections incorporated into the draft
ordinance. Jeff Peters added an additional correction.
An audience member, Ralph Call, recommended that the luminance level be 2500 nits
in the daytime and 250 nits at night with possible modifications to these numbers in the
future.
Another audience member, Larry Oliver, commented on safety issues with digital signs,
illumination, static signs, sign malfunctions, and sign upgrades.
Other Business
Chairman Dave Fonfara reminded the Commission and staff that the next meeting will
be on February 26, 2014 with the Public Hearing beginning at 6:00 p.m. to consider the
long plat of Apple Tree, the opening of the comprehensive plan map amendment
process, and the public hearing on digital signs/ billboards.
A motion to adjourn to February 26, 2014 was passed with unanimous vote. This
meeting adjourned at 4:52 p.m.
