HomeMy WebLinkAbout08-14-13 YPC MinutesFOR TI I V, City of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of August 14, 2013 Call to Order Chairman Ben Shoval called the meeting to order at 3:30 p.m. Roll Call YPC Members Present: Chairman Ben Shoval, Co -Chair Dave Fonfara, Al Rose, Paul Stelzer, Bill Cook YPC Members Absent: Ron Anderson (excused), Scott Clark (excused) Staff Present: Jeff Peters, Associate Planner; Steve Osguthorpe, Community Development Director Others: Bill Duerr, Mike Davison, Walt Ranta, Ralph Call, Carol Tagayun, Mark Kunkler Staff Announcements No staff announcements Audience Participation No audience participation noted. Public Hearing Mark Kunkler went over his typed comments on the ordinance draft. Mike Connors and Ken Lyons also made typed comments on the ordinance draft. Ben Shoval opened the public hearing at 3:48 p.m. Bill Duerr believes that a one month extension is not enough. Carol Tagayun, another AT&T representative, expressed that one of their concerns is that the extension on the moratorium will prolong the process and the time to get the service out to their customers. She added that camouflaged cell towers do not always appear to be camouflaged but they understand that this is what is best for the community. They also believe there should be incentive to speed up the process of putting up these cell towers. Walt Ranta asked a few questions to the Planning Commission and the others present at the hearing. Mike Davison came back with some suggestions such as the balloon test in residential areas, clarifying a few of the definitions, and having an outside source review the code. Ralph Call, a member of the Barge Chestnut Neighborhood Association, expressed his concerns about the vagueness of this document. He suggested more definitions to be added amongst other changes to make the document clearer. Bill Duerr came back up to the microphone and discussed ' the problem of having different versions of the draft. -la Dave Fonfara made a motion to recommend to Council that the moratorium be extended through December 31, 2013; Al Rose seconded the motion. Motion carried by unanimous vote. Walt Ranta came back up to the microphone and briefly expanded on Bill's point. Other Business The Planning Commission discussed the plans for the next meeting and decided to have a study session on September 11, 2013, at 2:00 p.m. Adjourn A motion to adjourn to August 28, 2013 was passed with unanimous vote.
