AN ORDINANCE relating to the organization and duties of administrative
departments of the City of Yakima; specifying the func-
tions of the Finance Department, the Division of General
Accounting and the Division of Treasury; and amending
Sections 1.18.060, 1.18.065 and 1.18.070, and repealing
Section 1.18.075, all of the City of Yakima Municipal
111 Code.
BE IT ORDAINED BY THE CITY ODUNCIL OF THE CITY OF YAKIMA:
Section 1. Section 1.18.060 of the City of Yakima Municipal Code
is hereby amended to read as follows:
"1.18.060 FINANCE DEPARTMENT. The Finance Department,
under the supervision of the Director of Finance, shall con-
sist of the Division of General Accounting, the Division of
Utility Accounting, the Division of Purchasing and the Divi-
sion of Treasury. The Director shall be responsible for and
supervise all. Divisions and shall conduct all sales of general
obligation and revenue bonds issued by the authorization of
the City Council. The Director, or in case of his absence
or inability to act, his representative designated by him
in writing, shall sign all warrants."
Section 2. Section 1.18.065 of the City of Yakima Municipal Code
is hereby amended to read as follows:
"1.18.065 DIVISION OF GENERAL ACCOUNTING. The Division
of General Accounting, under the supervision of the Controller
shall:
(1) Compile the annual budget and prepare estimates
therefor;
(2 Maintain a general accounting system for the city
government and its departments and officers and maintain
central accounts for all departments, including the water
utility;
(3) Maintain and operate a data processing system for
the city;
(4) Audit currently all departmental, special and trust
funds of the city;
(5) Pre-audit all purchase orders and expenditures;
(6) Audit all payrolls which have been prepared and
submitted by the several departments; .
410 (7) Audit all claims against the city;
(8) Prepare a monthly report of the fiscal activities
of all funds for the preceding month and such other reports
as may be required by the City Manager;
(9) Enforce the provisions of the traffic ordinances of
the City of Yakima pertaining to non-moving traffic violations,
concurrently with the police department, and the meter men and
the parking metermen employed in this section shall be com-
missioned as special police officers under the ordinances of
the City of Yakima;
(10) Service, maintain and repair parking meters;
(11) Collect and pay to the City Treasurer all proceeds
from parking meters;
(12) Maintain an office for the purpose of receiving all
money paid as bail for non-moving traffic violation citations;
(13) Perform such other services as may be required by
110 law or the City Manager."
Section 3. Section 1.18.070 of the City of Yakima Municipal Code
is hereby amended to read as follows:
"1.18.070 DIVISION OF TREASURY. The Division of Treasury,
under the supervision of the City Treasurer, shall:
(1) •Be responsible for the receipt, custody and disburse-
ment of all city funds and all local improvement district funds
and other trust funds;
(2) Receive all utility accounts;
(3) Receive all business license fees and occupational
taxes due the city;
(4) Receive all proceeds from parking meters;
(5) Be the custodian of all departmental investments
• and bank collateral;
• (6) Keep an accurate and detailed account of all collec-
tions and disbursements in the manner prescribed by the Direct-
or of Finance;
(7) Prepare and submit all financial statements and reports
• required by law or requested by the City Manager;
(8) Prescribe the times at and manner in which monies
received by the several departments of the city shall be paid
into the Treasury or deposited in the bank;
(9) Make all deposits of city funds in banks in the manner
prescribed by law;
(10) Keep separate and distinct accounts for each fund as
required by law or the City Charter;
(11) Purchase and sell bonds for benefit of local improve-
ment district funds and the local improvement district guaranty
fund;
(12) Sign all check F of the City and deignate in writing
a representative to sign such checks in the event of the Trea-
Furer'r absence or inability to act;
(13) Perform such other services as may be required by
law or the City Manager."
Section 4. Section 1.18.075 of the City of Yakima Municipal Code
is hereby repealed in its entirety.
Section 5. This ordinance shall be in full force and effect

vided by law and by the City Charter.
