1. Approval of July 5, 2018 minutes
Coffey moved and Hill seconded to approve the May 11, 2018 minutes. The motion carried
unanimous vote.
Strategic Planning including mill site work -plan
Cortez reviewed the strategic plan and the Committee members suggested some changes to be
brought back to the next meeting. The mill site work -plan was postponed to the next meeting.
Review Council budget re legislative trips and information from Transaction/Cantwell meeting
Moore reviewed the Council budget. Beehler provided an update from the Transaction/Cantwell
meeting. It was Committee consensus to invite Candice Bock, Government Relations Director of
the Association of Washington Cities, to a study session to discuss legislative efforts.
rReview Boardsi::Committees
Claar Tee reported there is one applicant for three vacant positions on the Historic Preservati
Commission. It was Committee consensus to recommend Paul Edmondson for appointment t .1
this board.
Moore reported that La Casa Hogar is requesting a letter of support from the City of Yakima,
which he will provide a draft of by the end of the week.

As you will see in the note below, La Casa Hogar has chosen not to apply for the Citizenship program grant this
year — instead they will focus their efforts on next year's application. However, as you will see, they have asked
to come and speak to the Partnership Committee at your next meeting. If you would like us to facilitate that,
please let us know.

Hi Cliff,
Thanks for chatting over the phone on Monday. Due to timing, program strategy, and staff capacity right now,
we are choosing not to apply for the grant with Cities4Citizenship this year and instead, we'd like to keep it on
the City's radar for next year. Right now, we are in the midst of training 4 other organizations in the County to
learn our citizenship education model and then replicate the classes at their respective organizations. We foresee
that this grant, for which we plan to apply next sunimer (July 2019), would support those organizations in
implementing their citizenship education classes by executing a marketing campaign to reach a larger audience,
We will submit a formal letter to Cities4Citizeship to let them know our strategy. Overall, this year, the timing
was a bit too limited to pull it together and after reviewing our program strategy, it genuinely fits better with our
timeline for 2019-2020.

naturalization legal services to many Lawful Permanent Residents residing in Washington's 4'11
congressional district, It is my understanding that since 2014, over 880 people have become U.S.
Citizens through this valued program.
I have had the pleasure of visiting La Casa Hogar and appreciate their offerings of adult
education and early learning, in addition to citizenship education and legal services. It is my
understanding that over 600 families per year are served through this asset in the Yakima

by this undertaking and the potential collaboration. I offer my strong support and

The Yakima Valley Community Foundation has been partnered with La Casa Hogar for
several years. Specifically, the Foundation'provided three years of strategic granting to
support La Casa's work in replicating their "evidence -based" curriculum and program
model, in partnership with 7 county -wide organizations. We are honored and grateful for
the opportunity to invest in such important work with such a valuable organization. They
approach their work with cultural competency in a highly professional manner delivering
• the • expectations they routinely set for themselves. They rely on performance
over puffery and have "institutional ears" for listening while ably advocating for those
they serve.
La Casa Hogar's citizenship programs have offered valuable citizenship education and
naturalization legal services to many Lawful Permanent Residents. It is my
understanding that since 2014, • 880 people have become U.S. Citizens through this
work. This current grant opportunity for a partnership between the City and La Casa
Hogar is a crucial step for Yakima to expand access and awareness about
naturalization among Yakima County's estimated 11,500 eligible lawful permanent

As a facilitator for the citizenship classes being offered by La Casa Hogar at Englewood Christian
Church I have had the opportunity to work with Lawful Permanent Residents as they work to meet
the requirements for citizenship. I have been at the Naturalization Oadi Ceremonies of several
students who have completed the classes and met the criteria for citizenship. This is an extremely
emotional moment for the new citizens. It makes me proud to be a part of the program as well as
even more proud to be an American.
