AN ORDINANCE relating to fire prevention in the operation of tank
truck vehicles, adding Section 10.05.075 and repealing
Chapter 9.64, all of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. There is hereby added a new section, numbered
10.05.075,to the City of Yakima Municipal Code to follow Section
10.05.070, which new section shall read as follows:
10.05.075 Operation of Tank Truck Vehicles. There is
hereby added to Section 16.1012 of the Fire Prevention Code of
the City of Yakima the following subsections:
(i) Routes - Duty of City Traffic Engineer - Devia-
tion.
(1) Except as hereinafter provided, any freight
or bulk haul tank trucks for carriage of flammable
liquids, whether loaded or unloaded, desiring to use
the streets of the City of Yakima shall follow only
the gasoline routes as designated on the gasoline route
map on file in the office of the City Clerk. Such
tank trucks may deviate from said established gasoline
routes only at the street intersection l eading direet-
• ly to the bulk storage station where suc bulk storage
stations are not located on such routes and cannot be
reached by traveling thereon. Provided, however,
that such tank trucks may deviate from the established
gasoline routes where necessary to do so for the pur-
pose of being serviced or repaired at a service or
repair garage approved by the Fire Marshal when any
such garage is not located on and cannot be reached
by traveling on said routes. Such deviation shall be
made only at the street intersection leading directly
to any such approved garage.
(2) The City Traffic Engineer, with the consent
and approval of the Fire Marshal, is hereby directed
to erect and maintain at all times proper signs within
the City of Yakima directing the routes for freight or
bulk haul tank trucks for the carriage of flammable
liquids. Said routes may be changed from time to time
by the City Traffic Engineer, with the consent and 1
approval of the Fire Marshal, and such changes shall
be effective when the same are noted upon the gasoline
route map on file in the office of the City Clerk and
IIP when such routes are properly marked by signs to
plainly indicate said changed routes.
(3) In the case of any emergency or necessity
requiring a deviatitiA from said gasoline routes now
provided for herein or for stopping or parking upon
said routes in violation of this title, the owner or
operator of any such tank truck shall immediately
notify, and request instructions from, the Fire Mar-
shal or any authorized assistant, and shall explicitly
carry out any such instructions received.

(j) Delivery of flammable liquids on certain streets
prohibited. No tank truck shall travel along Yakima Avenue
or along the first northerly alley or along the first
southerly alley immediately adjacent to and running paral-
lel with the said Yakima Avenue between Naches Avenue and
6th Avenue for the purpose of making gasoline deliveries,
except only insofar as it shall be necessary for said tank

the nearest intersecting street thereto.
Section 2. Chapter 9.64, Tank Trucks, of the City of Yakima
Municipal Code, is hereby repealed in its entirety.
Section 3. This Ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.

Subject: Truck Routes Through the City
In January, Councilman Robinson suggested a review of truck routes through the
City. Accordingly, a study was conducted with the assistance of the City Traffic
Engineer and the Fire Marshal.
Generally, trucks are divided into two categories. The first are designated Common
Freight and are controlled via size and weight limitations. The second are desig-
nated Flammable Liquid Carriers.
Common Freight
Truck routes for common freight or logging trucks are established by signing only
and without benefit of ordinance. The only ordinance pertaining to trucks is one
which prohibits their entrance into the central business district (except by special
permit) during normal business hours. This particular ordinance is not rigidly
enforced. Most violations occur when an occasional trucker, unfamiliar with the
City, leaves the freeway and unknowingly enters the CBD.
We do not have weight restrictions on City streets which make it mandatory for
heavy trucks to use one street in preference to another. We have, however, created
extra strength streets on routes which we know will be used for heavy hauling such
as the section of North 8th Street from Yakima Avenue to the entrance of the Boise
Cascade Mill.
With the exception of an occasional "lost" driver from out of the Yakima area, we
have few problems with heavy trucks in the CBD. One exception occurs during the
fruit harvest when some of the straddle trucks used by fruit warehouses and orchard-
ists are driven by nonprofessional drivers. Some of their routes and driving
patterns are quite unpredictable.
Flammable Liquid Carriers
Laws currently exist to control the movement of flammable liquid carriers within
the City. These laws provide for the changing and updating of routes by the City
Traffic Engineer with the approval of the Fire Marshal. These changes become
effective when a new route map is filed with the City Clerk and when such routes
are properly marked by signs.
111 The map currently in use has not been updated since the opening of the Nob Hill
Overpass. The Traffic Engineering Division and the Fire Marshal have completed
a study of existing routes and have prepared a new route map, a copy of which is
attached. Signs to adequately identify the new routes are being prepared.
Recommendation
Current laws are adequate for the control of truck traffic within the City of Yakima.
Unless you have objections, the truck routes identified on the attached map'will be
signed and established.
