HomeMy WebLinkAbout1968-1082 ORDINANCE NO. i AN ORDINANCE relating to personnel of the City of Yakima; declaring the policy for pay steps; specifying time -off privileges for firemen; and amending Sections 2.20.040 and 2.22.030 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 2.20.040 of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.040 Policy for pay steps. The following shall be the .general policy with respect to the use of the pay steps within salary ranges: (a) The minimum rate of pay for a class shall be paid to any person on his original appointment, except appointments at a salary rate above the minimum may be authorized by the appointing authority when necessary to fill positions in "shortage" occupations or when necessary to recruit applicants with exceptional qualifications. (b) The basic salary range shall consist of five steps to be known as Steps 1, 2, 3, 4 and 5. An employee shall normally be advanced to the next higher step six months after date of hire or promotion and to the succeed- ing steps at one year intervals, providing his work has been satisfactory and he is making normal progress on the job. Effective January 1, 1969, new patrolmen, police- women, fire fighters and alarm operators shall be hired at Step 2 and shall be advanced to the succeeding steps at one year intervals, providing their work has been satisfactory and they are making normal progress on the job. Any employee in the above classifications who is in Step 1 on January 1, 1969, shall be advanced to Step 2 on that date and shall be eligible to advance to Step 3 one year after employment. All within -range increases are subject to the avail- ability of funds. For purposes of computing the length of time for eligibility for within -range increases, the period of all leaves of absence without pay shall not be included. In order to simplify the preparation of payrolls, eligibility for within -range salary increases shall be computed in the manner heretofore set forth; provided, however, that upon an eligibility date falling on or before the fifteenth day of the month, such increase shall become effective as of the first day of said month; and provided further, that upon an eligibility date falling on or after the sixteenth day of the month, such increase shall become effective as of the first day of the following month. Salary increases or decreases resulting from the adjustment of salary ranges in accordance with Section 2.20.030 shall not prevent within -range increase in accordance with this section." Section 2. Section 2.22.030 ok the City of Yakima Municipal Code is hereby amended to read as follows: "2.22.030 Time -off privileges. All firemen regularly employed as such shall be granted time -off privileges as follows: (a) Vacation Leave: (1) After one year's service each member of the fire department shall be eligible for five days of vacation leave per year with pay. The term "day" wherever used in regard to firemen shall mean one twenty -four hour working day as the same is used with respect to the employees of the fire department; it being understood that all firemen work for a period of twenty -four hours and are then off for a period of forty -eight hours. (2) After ten years of continuous service, each member of the fire department shall be eligible to seven days vacation leave with pay for each year worked. (3) Vacation leave shall accrue from the date of employment but shall not be available until the completion of one year of service. Unused vacation leave may accrue to a maximum of twelve working days. The same regulations shall apply to the scheduling and granting of vacation leave as established in Section 2.40.020 (d) of this code for other city employees insofar as the same are applicable. (b) Sick Leave. Each member of the fire department shall be entitled to one -half day per month sick leave with pay, which sick leave may be accumulated to a maximum of thirty days. The same general rules and regulations shall apply to the firemen as set forth in Section 2.40.030 of this code for the other city employees. (c) Holidays. Each member of the fire department shall be entitled to three shifts off with pay per year in lieu of holidays. Such time off with pay in lieu of holi- days shall be scheduled so as to meet the operating require- ments of the fire department and insofar as the same may be practicable, the preference of the members. (d) Day Men. All members of the fire department working straight day shifts and alarm operators shall be entitled to vacation leave, sick leave and holiday time off, which shall be computed on the same basis as for the other employees in the city working on a forty -hour week basis." Section 3. This Ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter. - 2 - PASSED BY THE CITY COUNCIL, signed and approved this 25th day of November, 1968.
