Roll Call 325 Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Council Members Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee 2. Update on 1) Utilities to Homeless Encampment, 2) Zoning, Comprehensive Plan and RFP process and 3) Proposed amendments to lease City Manager Moore reported the current lease with Transform Yakima Together (TYT) anticipates installation of water and sewer utilities to the homeless encampment site near the Wastewater Treatment Plant. Council Member Hill, as the City's representative on the Yakima Valley Conference of Governments (YVCOG) Executive Board, will be attending a meeting this afternoon and would like Council's authorization to request emergency funding of $100,000 from YVCOG to pay for the extension of utilities to the site as the City has already matched this funding amount by in-kind services totaling over $124,000. After Council discussion, MOTION: Gutierrez moved and Cousens seconded to direct Council Member Hill to request that YVCOG support utilities being extended to the homeless encampment. The motion carried by unanimous vote. Joseph Calhoun, Planning Manager, briefed Council on the zoning and comprehensive plan process. City Manager Moore added that presuming this goes forward, Council would approve the rezone in December of this year or January of next year, and the City would write a Request for Proposals to identify a provider to build a shelter at this site and then seek funding from YVCOG to build the shelter, which could take some months. Sara Watkins, Senior Assistant City Attorney, briefed Council on the proposed lease amendments with TYT related to the temporary status of the encampment, which will be on the June 5, 2018, agenda for action. Council members thanked staff for the work on this issue. Council Member Gutierrez asked if congregate living is on the June 5 agenda. City Manager Moore confirmed it is on the agenda as a discussion item. Council Member Hill reported he will be out of town for that meeting. 3. Adjournment MOTION: Gutierrez moved and Hill seconded to adjourn to the next Council Business Meeting on June 5, 2018, at 6 p.m. at City Hall in the Council Chambers.
