AN ORDINANCE creating the Airport Improvement Fund as a special fund; specifying the purposes of such fund; designating the source of funds therefor; creating Chapter 3.70 as a new Chapter of the City of Yakima Municipal Code; and declar- ing an emergency. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: • Section 1. There is hereby created a new Chapter to the City of Yakima Municipal Code, to be numbered and entitled Chapter 3.70, Air- , port Improvement Fund, which new Chapter shall read as follows: "Chapter 3.70 AIRPORT IMPROVEMENT FUND Sections: 3.70.010 FUND CREATED - PURPOSES. 3.70.020 SOURCE OF FUNDS 3.70.030 EXPENDITURES 3.70.010 FUND CREATED - PURPOSES. There is hereby created a special fund to be known as the Airport Improve- ment Fund. The monies in said fund shall be used to pay for improvements to the Yakima Municipal Airport, and for transfer to the Arterial Street Fund to pay for land ac- quisition for, and the construction of, Washington Avenue • and Sorenson Road, adjacent to the Yakima Municipal Airport. 3.70.020 SOURCE OF FUNDS. Proceeds from General Obligation Bonds, issued pursuant to Ordinance No. 874 of the City of Yakima, passed January 23, 1967, shall be placed into said Airport Improvement Fund. Money con - tributed by the County of Yakima and by the United States Government for the purposes mentioned in Section 3.70.010 of the City of Yakima Municipal Code shall also be placed into said Airport Improvement Fund. 3.70.030 EXPENDITURES. Expenditures from the Airport Improvement Fund shall be made only for the purposes speci- fied in Section 3.70.010 of the City of Yakima Municipal Code. No expenditure shall be made from such fund unless the Yakima City Council shall approve such expenditure by passing an ordinance appropriating money within the fund for the purpose for which the expenditure is to be made, or by including an appropriation for such purpose in the budget." Section 2. This Ordinance is one to provide for the immediate 0 preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declar- ed to exist and this Ordinance shall be in full force and effect im- mediately upon its passage, approval and publication as provided by law and by the City Charter.
