AN ORDINANCE relating to planning; specifying a procedure for amending
the comprehensive plan of the City of Yakima; and amend-
ing Section 2 of Ordinance No. 779, passed March 7, 1966,
and entitled "AN ORDINANCE relating to planning; adopting
a comprehensive plan for the City of Yakima; providing
a procedure for amending such plan; and repealing Section
1.42.070 of the City of Yakima Municipal Code ".
• WHEREAS, on March 7, 1966, the City Council of the City of Yakima
passed Ordinance No. 779 adopting a comprehensive plan for the City of
Yakima, Section 2 of which ordinance provided for amendments to the
comprehensive plan and specified the procedure to be followed for
adopting such amendments by providing, among other things, that such
amendments shall be accomplished by the passage of an ordinance by the
Yakima City Council, and
WHEREAS, Chapter 144, Laws of 1967, Extraordinary Session of the
State of Washington provides that cities may adopt and amend compre-
hensive plans by the adoption of a resolution, as well as by the
passage of an ordinance, and the City Council finds that the best
• interests of the City would be served by amending Section 2 of the
aforesaid Ordinance No. 779 to provide for the amendment of the
comprehensive plan of the City of Yakima by the adoption of a resolu-
tion, rather than by the passage of an ordinance, all pursuant to
and in accordance with State law, now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. Section 2 of Ordinance No. 779, entitled "AN ORDINANCE
relating to planning; adopting a comprehensive plan for the City of
Yakima; providing a procedure for amending such plan; and repealing
Section 1.42.070 of the City of Yakima Municipal Code ", and passed on
March 7, 1966, is hereby amended to read as follows:
• "Section 2. Amendments to the comprehensive plan for
t he City of Yakima may be initiated by a motion of the City
Council declaring its intention to amend said comprehensive
plan, which motion shall set forth the proposed amendments
and request the Planning Commission to hold a public hearing
and make a recommendation to the City Council with respect
to such proposed amendments.
Amendments to said comprehensive plan may also be
initiated by a motion of the Planning Commission declaring
its desire to amend said comprehensive plan, which motion
shall set forth the proposed amendments and set a date for
a public hearing thereon.

The Planning Commission shall hold at least one public
hearing, pursuant to notice required by law, on any proposed
amendment to the comprehensive plan, and pursuant to such
hearing, make a recommendation to the City Council with
respect to such proposed amendment. The City Council shall
hold at least one public hearing, pursuant to notice required
by law, on any proposed amendment to the comprehensive plan,
which hearing shall be held after the Planning Commission's
hearing, at which time the City Council shall consider the
• recommendation of the Planning Commission with regard to such
proposed amendment. The City Council may, by motion, refer any
proposed amendment back to the Planning Commission for further
consideration and recommendation before finial action is taken
by the City Council.
At the conclusion of the hearing, or hearings, by the
City Council on any such proposed amendment, the City Council
may, by resolution, amend the comprehensive plan, or may, by
resolution, reject any proposed amendment; and the action of
the City Council in adopting any such resolution shall be
final."
Section 2. This Ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided by
law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 13th day
