HomeMy WebLinkAbout1965-620 ORDINANCE NO. ‘,76 AN ORDINANCE relating to land subdivisions and plats; requiring application to the Planning Commission for tentative approval of a proposed plat; establishing a fee to be deposited on application for approval of a plat; adopt- ing minimum widths and other design standards for residential and local streets, alleys and service drives; amending Sections 14.04.070 and 14.06.050(D) of the City of Yakima Municipal Code. II/ BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section I. That Section 14.04.070 of the City of Yakima Munici- pal Code is hereby amended to read as follows: "14.04.070 APPLICATION FOR TENTATIVE APPROVAL. The .proposed plat and eight copies thereof shall be submitted to the Planning Commission's secretary accompanied by a written application prepared by the subdivider requesting tentative approval of the proposed plat, and by payment of the fee in the amount of ten dollars ($10) for filing plus three dollars ($3.00) per lot." Section 2. That Section 14.06.050(D) of the City of Yakima Municipal Code is hereby amended to read as follows: "14.06.050 RIGHTS OF WAY OF PUBLIC HIGHWAYS, ROADS, STREETS AND ALLEYS. (D) RESIDENTIAL STREETS, LOCAL STREETS, ALLEYS AND SERVICE DRIVES: (a) Residential and local streets shall have a minimum width of sixty feet (60'), provided that such streets may have a minimum width of less than sixty feet (60'), but in no event less than forty feet (40'), if the Planning Commission, with the concurrence of the City Engineer, deems that the present and potential traffic in the area can adequately be served by the proposed street standards. Dead end streets shall not be permitted except where any continuous street otherwise required would necessitate the dedication of more than forty per cent (40%) of the total and area of the proposed plat, sub- division or dedication. When incorporated under this pro- vision, dead end streets shall terminate in a circular turn around having a minimum right of way diameter of eighty feet (80'), unless the Planning Commission approves a "T" or "Y" shaped paved space in the place of the required turning circle. Right of way for the "T" or "Y" shall not be less than sixty feet (60'). In no case shall a street be allowed to dead end if it extends more than five hundred feet (500') from the nearest intersecting street. 111 (b) Alleys and service drives shal 1 have a minimum width of twenty feet (20'). (c) Easements for utilities shall be provided along rear or side lot lines and shall have a minimum total width of sixteen feet (16') except as provided in Section 14.06.100 hereof. One half of the width of the easement shal 1 be added to the minimum lot width requirement. Where adjacent to existing plats with border easements of less than eight feet (8') the total width of easement (old and new plat) shall be a minimum of thirteen feet (13')." . . Section 3 . T h i s Ordinance s h a l l be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter.
