MEMORANDUM
To: Honorable Mayor Coffey and Members of the Yakima City Council
From: Ana Cortez, Assistant City Manager
Date: April 17, 2018
Subj: Yakima Valley Community College and City of Yakima Partnership
Under the leadership of Councilwoman Cousens, the City has engaged Yakima Valley
Community College (YVC) in conversation on how to integrate their community service program
into City operations. YVC offers Cooperative Education and Job Shadow programs that match
students with local employers so that the students acquire real life work experience that is
connected and relevant to their area of study. YVC offers 8 career clusters including:
1. Agriculture, Food and Natural Resources
2. Architecture and Construction
3. Arts, Audio/Video Technology and Communication
4. Business, Management and Administration
5. Education and Training
6. Finance
7. Government and Public Administration
8. Health Science
The City's Human Resources policies support and allow partnerships between the City and its
educational partners. To ensure that the City could assign students to city projects in 2018, HR
reviewed the forms necessary to host Cooperative Education and Job Shadow students and
created a new form called Training Agreement Addendum to further protect the City from
potential liabilities.
The City Manager's Office will host three students as soon as the paperwork is completed and
these students will assist on a number of initiatives and programs related to the Council's
Strategic priorities. We expect these students to be involved in IT, violence prevention, after
school, contracting and livable/smart cities research projects.
The Assistant City Manager will act as direct supervisor of these students; depending on the
project, she may delegate supervisory responsibilities to other members of staff. Each students
will be assigned a work area, a scope of work and will be mentored during his/her time with the
City.
This report has been prepared for the purposes of information. No additional City Council action
is required and there is no financial impact to the City.
