HomeMy WebLinkAbout1965-751 ORDINANCE NO. 751 AN ORDINANCE creating a Traffic Advisory Board; designating members and officers of said Board; prescribing the duties of said Board; and amending Sections 1.67.010, .020, .030, .040, and .050, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That Section 1.67.010 of the City of Yakima Municipal 41, Code is hereby amended to read as follows: "1.67.010 TRAFFIC ADVISORY BOARD CREATED -- MEMBERSHIP. There is hereby created a Traffic Advisory Board consisting of the following members: Traffic Engineer, Director of Public Works, Fire Chief, Police Chief, Director of Planning, a representative from the Transportation Committee of the Yakima Chamber of Commerce, a representative of the Yakima Safety Council, a representative of the Washington Motor Transport Association, Inc., Yakima Chapter, and a representative of the Yakima Casualty Adjusters' Association. The non-City representatives on the Committee shall be selected by the respective organizations and shall serve at their pleasure." Section 2. That Section 1.67.020 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.67.020 TRAFFIC ADVISORY BOARD -- COMPENSATION. The members of the Traffic Advisory Board shall serve with- out additional compensation." 110 Section 3. That Section 1.67.030 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.67.030 TRAFFIC ADVISORY BOARD -- OFFICERS. The Chairmanship of the Advisory Board shal I rotate among the City members. The Chairman shall serve for a term of one year starting with January I of each year. For the balance of 1965, the Director of Public Works shall serve as Chairman. Commencing on January 1, 1966, the Police Chief shall serve as Chairman to be followed by the Fire Chief, Planning Dir- ector, Traffic Engineer, and Director of Public Works res- pectively. The Vice-Chairman of the Board shall be the Department Director next in line to serve as Chairman." Section 4. That Section 1.67.040 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.67.040 TRAFFIC ADVISORY BOARD -- MEETINGS. The Traffic Advisory Board shall meet not less than once each month. Special meetings may be called from time to time by the Chairman or any three members. Minutes shal I be kept of all special or regular meetings of the Board, and, to the fullest extent practicable, members shall be forwarded copies of the Agenda to be discussed prior to each regular or special meeting. Members shall receive copies of the Minutes of all regular or special meetings. In the conduct of meetings, the Traffic Advisory Board shall be guided by Roberts Rules Of Order. All decisions of the Board shall be made upon a majority vote of the members. The Board may prepare, from time to time, such rules of pro- cedure as it shall deem appropriate for the conduct of its duties; provided, however, that all such rules shall be approv- ed by the City Manager before they become operative." Section 5. That Section 1.67.050 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.67.050 TRAFFIC ADVISORY BOARD -- DUTIES. The Traffic Advisory Board shall consider all traffic activities within the City of Yakima, and shall review all plans for new or revised traffic channelizatfrqps, signal installations, and plans for' handling traffic In connection with arterial improve- ments prior to their instal lation. The Board shall further make recommendations to the City Manager for improving traffic conditions and administering and enforcing traffic regulations within the City of. Yakima." Section 6. This Ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter.
