HomeMy WebLinkAbout1964-605 • ORDINANCE NO. 1 AN ORDINANCE authorizing a temporary loan of money, not to exceed $10,000 from 52-Water-Sewer Fund, to 3I-Street Fund, and providing for the repayment thereof; appropriating money, not to exceed $4,000, from unappropriated monies in 3I-Street Fund, to Account 7-02, Part Time, Temporary, Overtime, and Special Assignment, of the Salaries and Wages classification, and appropriating money, not to exceed $6,000, from unappropriated monies in 3I-Street Fund, to Account 7-31, Rentals, of the Maintenance and • Operation classification, both of the 1964 appropriation for 3I-Street Fund; and declaring a non-debatable emer- gency. WHEREAS, the Water-Sewer Fund, 52, of the City of Yakima currently contains uninvested cash in excess of $10,000 which is available for investment, and WHEREAS, a temporary loan of money, not to exceed $10,000, into the Street Fund, 31, of the City of Yakima is necessary in order to pay expenses of snow removal, and WHEREAS, the City Council finds it in the best interests of the City to make a temporary loan of money, not to exceed $10,000, from 52-Water-Sewer Fund, to 3I-Street Fund, to be repaid on or before May 31, 1965, with interest at the rate of 31% per annum, and WHEREAS, as such Money is loaned, as contemplated above, it is necessary that it be appropriated to proper accounts to pay for over- time and rental costs incurred by the City in snow removal operations, and WHEREAS, at the time of the adoption of the 1964 budget, it could not have been foreseen that such a transfer and appropriation would be required and the City Council finds that a non-debatable emergency exists, of the type contemplated by R.C,W. 35.33.080, caused by an unprecedented snow storm requiring emergency expenditures of an esti- mated amount of $10,000, now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That a sum of money, not to exceed $10,000, be trans- . ferred and loaned from 52-Water-Sewer Fund to 3I-Street Fund, said loan to be repaid to 52-Water-Sewer Fund from 3I-Street Fund, together with interest thereon at the rate of 3i% per annum, on or before May 31, 1965. Section 2. That a sum of money, not to exceed $4,000, be appro- priated from unappropriated money in 3I-Street Fund to Account 7-02, Part Time, Temporary, Overtime, and Special Assignment, of the Salaries and Wages classification of the 1964 appropriation for 31-Street Fund. 41, Section 3. That a sum of money, not to exceed $6,000, be appro- priated from unappropriated money in 31-Street Fund to Account 7-31, Rentals, of the Maintenance and Operation classification of the 1964 appropriation for 3I-Street Fund. Section 4. That the Director of Finance and the City Treasurer of the City of Yakima are hereby authorized to make the necessary transfers, as the need therefor arises, in order to carry out this ordinance. Section 5. This ordinance is one making an appropriation to authorize expenditures necessitated by a non-debatable emergericy, and shall take effect immediately upon its passage, approval and publication 411 -2- • as provided by law and by the City Charter.
