AN ORDINANCE providing for the protection of the public health and safety,
and the qualification and registration of persons engaged in
• the business of plumbing, or laboring at the trade of pluMbingg
requiring a permit and inspection for the installation or altera-
tion of plumbing and drainage systems; creating an Administra-
tion Office and ,a Board of Plumber Examiners and prescribing
their duties; defining certain terms; establishing minimum
regulations for the inetallation„ alteration or repair of plumb-
ing and drainage systems and the inspection thereof; adopting
with certain exceptions and amendments the Western Plumbing
Officials' Uniform Plumbing Code, 1961 Edition; providing
penalties for the violation thereof; repealing Chapters 7.52;
11.44 and 11.48 of the City of Yakima Municipal Code and all
other ordinances or parts of ordinances in conflict her;with.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That the Western Plumbing Officials' Uniform Plumbing Code,
1961 Edition, including all appendices, except as hereinafter specifically
amended or changed, is hereby adopted as the Uniform Plumbing Code of the
City of Yakima, and the provision and regulations thereof are hereby adopted
as the provisions and regulations of the City of Yekime and the several seetions
or numbers therein shall constitute the numbers and may be referred to as
the numbers of this chapter.
• Section 2. That all of Chapter 12 (Sections 1201 to 1218 inclusive). and
Chapter 13 (Sections 1301 to 1323, inclusive) and all other references or
requirements pertaining to gas piping or gas equipment are hereby stricken -
and deleted.
Section 3. That the Schedule of Fees set forth in Section 1.12 is
hereby amended to read as follows:

Section 4. That Section 2.6 shall be amended to read as follows:
" Sec. 2,6 Application Fee
Every person applying for a Certificate of Qualification
under the provisions of this ordinance shall pay to the
Secretary of the Board of Plumbing Examiners at the time
he makes such application, the following fees:
Annual Fee
Plumbing Contractoes Certificate ;450.00 original
Plumbing Contractoes Certificate 75.00 renewal
Journeyman Plumber's Certificate 5•00
Side-sewer Contractor's Certificate 50.00 original
Side-sewer Contractor's Certificate 25.00 renewal
Side-sewer Installer's Certificate 5.00
It being specifically provided that side-sewer contractors
and installers can do only side-sewer work."
Section 5. That a new section is hereby added to Part Two to be known
as Section 2e12 and to read as follows:
" Sec. 2.12 - Side-Sewer Contractors.
Side-Sewer Contractors and Side-Sewer Installers may
perform only such work as is provided for herein in the
construction and installation of side-sewers and such
work shall not include any work beyond the building
line of any building."
Section 6. That Table A - Plumbing Material Standards (see Pages 20 and 21)
411 is hereby amended by striking and deleting therefrom the following:
" Bituminized fiber sewer pipe and fittings "
and by adding thereto the following:
" Cement (Rubber-Joint) pipe "

, . Section 7. That sub-section (b) of Sec. 304 Is hereby amended to
read as follows:
"Sec. 3O - Damage to Drainage System or Public Sewer.
(b) Roofs, inner courts, vent shafts, light wells or
similar areas having rain water drain, shall dis-
charge to the outside of the buildings or to the
gutter and must not in any case connect with the
drainage. system. No such rain water shall be
allowed to flow over any public sidewalk but shall
be conducted under the sidewalk to the gutter or
storm drain e In areas where storm drains are not
available such rain water shall be conducted to
dry wells constructed for that purpose"
Section 8. That 3 copies of said 1961 Edition, Western Plumbing
Officials Uniform Plumbing Code have been filed for use and examination by
the public in the office of the City Clerk, City Hall, Yakima, Eashington
and all subsequent editions, amendments and additions to said code, when
printed and filed with the City Clerk, shall be considered and accepted as
official amendment u and additions to such code without further adoption
by the City.
111 Section 9. That Chapters 7.52; 11.44 and 11.48 of the City of Yakima
Municipal Code and all other sections or parts of sections of said Municipal
Code in conflict herewith are hereby repealed; PROVIDED, HOWEVER, that th4
repeal of said chapters or sections shall not be construed as abating any
action, right of action or penalty thereunder, or as waiving any right of
the City of Yakima under any section or provision thereof existing at the
time of passage of this ordinance.
Section 10. This ordinance shall be in full force and effect 30 days
after its final passage, approval and publication, as provided by law and
City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this LEL day of
October, 1961.
