AN ORDINANCE relating to personnel of the City of Yakima and the Classi-
fication and Compensation Plan of the same; and amending
Sections 1.48.010 2.20„010, 2.20.040(b) and 2.20.100,
repealing Sections 1./0.020 and 1.48.020 and Chapters 2,08,
2.26 and 2.28 and adding a new Section to be known as
2.20.088 - Special Assignment Pay, of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That Section 1.48.010 of the City of Yakima Municipal
Code is hereby amended to read as follows:
" 1.48.010 OFFICERS AND MEMBERS. The Police Force of the
City of Yakima shall consist of a Chief of Police and such
other members as the City Council may determine from time to
time by ordinance.
The tenure of office of all members of said Police Depart-
ment shall be as defined in Chapter 1.54 of this code."
Section 2. That Section 2.20.010 of the City of Yakima Municipal
410 Code is hereby amended to read as follows:
" 220.010 PERSONS SUBJECT TO PLAN. All employees of the
City of Yakima shall be subject to the Classification and
Compensation Plan hereby established."
Section 3. Mat Section 2.20.040(b) of the City of Yakima Municipal
Code is hereby amended to read as follows:
" 220.040 POLICY FOR PAY STEPS.
(b) The basic salary range shall consist of six steps to be
known as Steps 1, 2, 3, 4, 5 and 6, The next three steps after
the beginning step shall normally be received by the employee
at three successive six-month intervals (except for the Fire
and Police Departments where there shall be a year between
Steps 2 and 3 and between Steps 3 and 4), providing his work
has been satisfactory and he is making normal progress-on the
job. Steps 5 and 6 shall not normally come until one year has
been served in the previous step and shall be given only in
cases of exceptional merit as determined by the appointing
authority.
All within-range increases are subject Co the avail-
ability of funds. For purposes of computing the length of
time for eligibility for within-range increases, the period
of all leaves of absence without pay shall not be included.
In order to simplify the preparation of payrolls,
eligibility for within-range salary increases shall be corn
puted in the manner heretofore set forth; provided, however,
that upon an eligibility date falling on or before the 15th
day of the month, such increase shall become effective as of
the first day of said month; and provided further, that upon
an eligibility date falling on or after the 16th day of the
month, such increase shall become effective as of the first
day of the following month.
Salary increases or decreases resulting from the
adjustment of salary ranges in accordance with Section 2.20.030
shall not prevent within-range increases in accordance with
this section."
Section 4. That Section 2.20.100 of the City of Yakima Municipal
Code is hereby amended to read as follows:
" 2.20.100 CLASSIFICATION PLAN & SALARY RANGES.
(a) The following Classification Plan and Salary Ranges,
hereinbefore called salary ranges, shall be in full force and
effect January 1, 1962:

Section 5. That Sections 1./0.020 and 1,48.020 and Chapters 2.08,
2,26 and 2.28 of the City of Yakima Municipal Code are hereby repealed!.
Section 6. That Chapter 2.20 of the City of Yakima Municipal Code
is hereby amended by adding thereto a new section designated as Section
2.20.088, to read as follows, to-wit:
• 1g 2.20.088 SPECIAL ASSIGNMENT PAY.
(a) Police Detectives and Patrolmen assigned to the Detec-
tive Division of the Police Department, when not issued nor
required to wear a uniform in the performance of their assigned
duties, shall be paid a monthly clothing allowance of $10.00
in lieu of an issued uniform.
(b) When any employee, who is paid at an hourly rate is
temporarily assigned to a position in a higher classification
for a period of four hours or longer, he shall be paid at the
salary prescribed for the 4th Step of the higher classification
for the actual time so assigned."
Section 7. This ordinance shall be in full force and effect on
January 1, 1962,
