R-2017-145 A RESOLUTION authorizing the write-off of certain uncollectable parking citations and penalties for the City of Yakima WHEREAS, the attached listing of accounts is recommended for write-off by the City of Yakima in connection with delinquent parking citations of the City These past due parking citations of the general fund of the City have been deemed ready for write-off due to: (1) the age of the account is past the statute of limitations for collecting such accounts, (2) bankruptcy, (3) the death of debtor, and/or (4) the account is otherwise uncollectable It is recommended that these accounts be written-off (removed from the accounts receivable of the City) by City Council, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA. The attached "Parking Citation Write-off List" is hereby approved, and the past due accounts receivable, consisting of 101 citations totaling an original amount of$4,822.50 and applicable penalties are hereby written off and cancelled ADOPTED BY THE CITY COUNCIL this 5th day of December, 2017. For Meeting of: December 5, 2017 ITEM TITLE: Resolution authorizing certain uncollectable parking citations to be written off SUBMITTED BY: DannyAgsalog, Director of Finance and Budget Tara Lewis, Financial Services Manager SUMMARY EXPLANATION: The City began using a new parking citation system in 2015. Outstanding citations written under the former system will continue to be included in the City's accounts receivable records until such time as they are paid or written off according to state regulation. This item handles the delinquent accounts of the former parking system that are eligible to be written off at this time. A total of 101 citations with an original face value of $3,350.00 and a write-off value of $4,822.50 (including penalties), representing one year of activity, are included for write- off with this resolution. Delinquent accounts for which collection efforts have been terminated are analyzed at the end of each year to determine eligibility for write-off. Accounts meeting the criteria listed below are included on the proposed write-off list which is attached: 1. The Statute of Limitations (six (6) years or older) has been met; $4,347.50 2. Bankruptcy (discharge of debt); $475.00 3. Death of a debtor; None 4. Tickets deemed Void/Uncollectable; None With approval of this Resolution by Council, these accounts will be removed from the City's accounts receivable records. The new parking citation system employs a program administered by the Washington State Department of Licensing (DOL) whereby the City submits unpaid citation information to the state. If a person has received at least 2 citations within 120 days of renewal of their vehicle registration, they are required to pay their fines to the reporting jurisdiction before they can register their vehicle. This reporting system is widely used by other cities and has had a positive impact on the collectability of citations issued under the City's new parking citation system. As yet, there are no accounts from the new system that meet the eligibility criteria for write-off.
