HomeMy WebLinkAbout1962-375 ,.-.' / . , ORDINANCE NO. 111 AN ORDINANCE relating to stopping, standing and parking motor vehicles on the streets of the City of Yakima, and regulating and restricting the • same; establishing time restricted parking zones; authorizing parking meters and regulating the use of the same; declaring cer- tain acts to be unlawful; amending Sections 9.36.010(a)(18)„ and •. (a)(19), .040(b), .050(d), .060, .070, .090., .100, .110, .120()9. and (b), .150(2), 470(1), .180(2), and .210(1)i and repealing • ' Sections 9.36.050(c), .120(c) and (d), .130, .160(2),and .250 all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. That Section and (a)(19) of City of Yakima Municipal Code is hereby amended to read as follows: " 9.36,010 PROHIBITED PARKING SPACES. (a) It shall be unlawful for the operator of a vehicle to stop, stand, park or angle park such a vehicle in or on any of the following places, except when necessary to avoid conflict . with other traffic or to comply with other provisions of this Code or with the direction of a Police Officer or traffic control sign or signal: . (18) Less than three (3) feet from the front or rear of any lawfully parked vehicle or less than one (1) foot from any vehicle lawfully parked at an angle. PROVIDED, that the provisions hereof shall not apply to those parking III spaces designated as bumper-to-bumper parking. (19) So that the left side of such vehicle, if parked parallel, or the front left wheel, if angle parked, shall be next to the curb. PROVIDED, that the'provisions hereof shall not apply to vehicles parked on the left side of any street designated as a one-way street." Section 2. That Section. 9.36.040(b) of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.040 PARALLEL PARKING REQUIRED - EXCEPTIONS. (b) In any place where parallel parking is required, it shall be unlawful to park a vehicle so that either of the wheels nearest the curb is a distance of more than one (1) foot from the curb. In any place where angle parking is permitted or required, it shall be unlawful to angle park a vehicle in Such a manner so that the front wheel nearest the curb does not touch the . curb immediately in front of such vehicle where there is such a curb." Section 3, That Section 9.36.050(d) of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.050 PARKING RESTRICTIONS. 111 , . ..., (d) On portions of the street where angle parking is allowed, it shall be unlawful to angle park a vehicle the length of which exceeds twenty • (20) feet over -all." Section t.. That Section 9.36.060 of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.060 ONE HOUR PARKING OR ANGLE PARKING. The operator of a vehicle shall not stop, park, or angle park such a vehicle for a longer continuous time than one (1) hour between the hours of 9:00 A. M., and 6:00 P.M., of any day except Sunday and Holidays, upon the following described portions of the following named streets and avenues in the City of Yakima: Both sides of North Seventh Avenue from Summitview Avenue to "A" Street. Both sides of South Fifth Avenue from Chestnut Street to Walnut Street. - Both sides of North Fifth Avenue from Yakima Avenue to "A" Street. Both sides of Yakima Avenue from Sixth Avenue to Seventh Avenue. The West side of South Second Street from Spruce Street to Pine Street. • Both sides of North Fourth Avenue from Yakima Avenue to "A" Street. Both sides of South Fourth Avenue from Chestnut Street to Walnut Street. Both sides of West Chestnut Street from Fifth Avenue to Second Avenue. The South side of West "A" Street from Seventh Avenue to Sixth Avenue. The West side of South Seventh Avenue from Walnut Street to Spruce Street." Section 5. That Section 9.36.070 of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.070 ADDITIONAL PARKING RESTRICTIONS. The operator of a vehicle shall not stop, park or angle park such a vehicle on that part of the following named streets and avenues as hereinafter indicated: Both sides of East "C" Street from North Front Street to North First Street. -2- The South side of Summitview Avenue from Sixteenth Avenue to Seventeenth Avenue. 411 The South side of West Yakima Avenue from Twelfth Avenue to Sixteenth Avenue. Both sides of West Chestnut Street from Sixteenth Avenue to Twentieth Avenue, The South side of West Chestnut Street from Sixth Avenue to Seventh Avenue. Both sides of East Yakima Avenue from Front Street to Railroad Tracks. Both sides of East Yakima Avenue from Eighth Street to Ninth Street. Both sides of West Yakima Avenue from Sixteenth Avenue to Twenty— Second Avenue. Both sides of West Walnut Street from Sixth Avenue to Eleventh Avenue. Both sides of East Walnut Street from the Alley between South Front Street and South First Street to the Alley between South First Street and South Second Street. Both sides of First Street from Station 9L+90 to Station 102+80 and from Station 108+60 to the South Corporate Limits. Both sides of Third Street for a distance of one hundred (100) feet north of the North property line of Washington Street. Both sides of Washington Street for a distance of approximately one hundred (100) feet east of the East property line of Third Street and for a distance of approximately one hundred (100) feet west of the West property line of First Street. Both sides of South Third Street from the Intersection of South Second Street With Washington Street." Section 6. That Section 9.36.090 of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.090 FIFTEEN MINUTE TIME RESTRICTION. The operator of any vehicle shall not stop, park or angle park such a vehicle on that part of the following named streets for a period of time longer than that hereinafter indicated. The following portions of the following named streets and avenues are hereby established as Fifteen (15) minute parking zones: Federal Building: East side of South Third Street from Chestnut Street north a distance of sixty—eight (68) feet. North side of Chestnut Street from Third Street East to First Alley." —3— Section 7. That Section 9.36.100 of the City of Yakima Municipal Code is hereby amended to read as follows: n' 9.36.100 TWO HOUR PARKING OR ANGLE PARKING. The operator of a vehicle • shall not stop, park or angle park such vehicle for a longer continuous time than two (2) hours between the hours of 9:00 A.M., and 6:00 P.M., of any day except Sunday and Holidays upon the following described portions of the following named streets and avenues in the City of Yakima: Both sides of South First Street from Spruce Street to Pine Street. Both sides of East Spruce Street from First Street to Second Street. The South side of East Pine Street between First Street and the First Alley East of First Street. Both sides of East Chestnut Street from Neches Avenue to Sixth Street. Both sides of South Sixth Street from Yakima Avenue to Chestnut Street. The East side of South Naches Avenue from Yakima Avenue to Chestnut Street. The North side of Yakima Avenue from Seventh Avenue to Eighth Avenue. Both sides of West Chestnut Street from Fifth Avenue to Sixth Avenue. The West side of South Seventh Avenue from Chestnut Street to Walnut Street. Both sides of North Eighth Avenue from Yakima Avenue to Summitview • Avenue. The East side of North Third Street from "B" Street to "C" Street, unless otherwise prohibited. The North side of East "B" Street from North Third Street to North Fourth Street, unless otherwise prohibited. Section 8. That Section 9.36.110 of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.110 RESTRICTED ZONE—CITY CARS ONLY. It shall be unlawful for any vehicle except a publicly -owned vehicle to park on East 1 B' Street between North Second Street and North Third Street in the zone marked 'City Cars Only' and further designated by yellow painted curb." Section 9. That Sections 9.36.120(a) and (b) of the City of Yakima letud o1 al Code are hereby amended to read as follows: " 9.36.120 PARKING METER ZONES —TIME RESTRICTED PARKING ZONES. (a) The following described portions of the following named avenues and streets of the City of Yakima are hereby established as two (2) hour, ten cents (10¢) per hour, nickel -dime combination parking meter zones, and the operator of a vehicle shall not stop park or angle park such vehicle for a longer continuous time than two (2 hours between the hours of 9 :00 A.M., and 6:00 P.M., of any day, except Sunday and Holidays, in any Ruch parking meter zone: -4- 1 Both sides of Yakima Avenue from Sixth Avenue to Naches Avenue. • Both sides of East "A" Street from Front Street to Naches Avenue. Both sides of East Chestnut Street from Front Street to Naches Avenue, except as provided in Section 9.36.090 of this Code. The East side of South sixth Avenue from Yakima Avenue to Chestnut Street. Both sides of South Fifth Avenue from Yakima Avenue to Chestnut Street. Both sides of South Fourth Avenue from Yakima Avenue to Chestnut • Street. Both sides of South Third Avenue from Yakima Avenue to Chestnut Street. Both sides of South Second Avenue from Yakima Avenue to Chestnut Street. The West side of North Second Avenue from Yakima Avenue to the First Alley North of Yakima Avenue. Both sides of First Street from Walnut Street to "B" Street. Both sides of Second Street from Walnut Street to "B" Street.- Both sides of Third Street from Walnut Street to "B" Street, except as provided in Section 9.36.090 of this Code. Both sides of Fourth Street from Walnut Street to "B" Street. The West side of Naches Avenue from Chestnut Street to "A" Street. The East side of Naches Avenue from Yakima Avenue to "A" Street. (b) The following described portions of the following named avenues and streets in the City of Yakima are hereby established as four (4) hour, five cents (5) per hour, nickel-dime combination parking meter zones, and the operator of a vehicle shall not stop, park or angle park such vehicle for a longer continuous time than four (4) hours between the hours of 9:00 A.M., and 6:00 P.M., of any day, except Sunday and Holidays, in any such parking meter zone: Both sides of Front Street from East Walnut Street to East "B" Street. Both sides of North First Street from "B" Street to "C" Street. Both sides of South First Street from Walnut Street to Spruce Street. 111 Both sides of North Second Street from "B" Street to "C" Street. -5- Both sides of South Second Street from Walnut Street to Spruce Street. • The West side of North Third Street from "B" Street to "C" Street. Both sides of South Third Street from Walnut Street to Spruce Street. Both sides of East Yakima Avenue from Naches Avenue to Sixth Street. Both sides of East "B" Street from Front Street to North Third Street, The South side of East "B" Street from North Third Street to North Fourth Street. Both sides of East Walnut Street from Front Street to Fourth Street." Section 10. That Soction 9.36.150(2) of the City of Yakima Municipal Code is hereby amended to read as follows: "' 9.36.150 TYPE OF PARKING METERS -- INSTALLATION AND CONTROL. (a) The automatically controlled parking meter shall be adjusted and set to display a signal showing legal parking during the legal time that it is actuated by the proper legal coin of the United States. The legal time and the coin required shall be indicated by an instruction plate attached to the parking meter. • Meters. providing fifteen (15) minutes of parking time shall be activated by a one cent (1¢) coin. Meters providing thirty (30) minutes or more of parking time shall be activated by the proper number or combination of nickels or dimes as indicated on the instruction plate. Each said meter shall also be set, adjusted and arranged so that upon expiration of said legal parking time, it will indicate by a mechanical operation that the lawful parking period has expired." Section 11. That Section 9.36.170(1) of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.170 USE OF PARKING METERS. (1) Between the hours of 9:00 A.M., and 6:00 P.M., on all days except Sunday, New Year's Day, Washington's Birthday, Memorial Day, Fourth of July, Labor Day, Veteran's Day, Thanksgiving Day and Christmas Day, when any vehicle shall be parked in any space along side of or next to which a parking meter is located, in accordance with the provisions of this title, the operator of said vehicle or the person in whose nave the vehicle is registered, shall, upon entering such space with said vehicle, immediately deposit in said meter a proper coin or combination of coins for a legal parking time in an amount designated by said meter, and put the meter in operation, unless said parking meter is covered by a locked meter hood, as hereinafter provided." Section 12. That Section 9.36.180(2) of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.36.180 VIOLATION - EXTENDING PARKING TIKE. (2) It shall be unlawful and a violation of the provisions of this Code for any person to permit a vehicle to remain in any parking space adjacent to any parking meter while said parking meter is displaying a signal indi- cating violation." Section ]3. That Section 9.36.210(1) of the City of Yakima Municipal Code is hereby amended to read as follows: " 9.01.210 UNLAWFUL USE OF OR DAMAGE TO PARKING METERS. (1) It shall be unlawful to deposit or cause to be deposited in any park- ing meter any slug, device or metallic substitute for a legal coin of the United States." Section 1L. That Sections 9.36.050(c), .120(c) and (d), .130, .160(2) and .250 of the City of Yakima Municipal Code are hereby repealed. Section 15. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima, and an emergency is hereby declared to exist, and this ordinance shall be in full force and effect immediately upon its passage, approval and publication, as provided by law and the City Charter.
