A meeting of the Ethics and Equal Rights Committee was held at 129 N. 2 d St., Yakima, WA
98901, and was called to order by Madam Chair Maria DJ Rodriguez at 5:30 p.m. The purpose of the
meeting was for discussion of the agenda items listed.

The September 7 Ih , 2017 agenda items were addressed as follows:
1. Minutes of Previous Meeting: The previous minutes had not been prepared. They will be given to the
committee along with these September 7', 2017 minutes.
2A. Ethics Review and Determination/V Quarter Report Outline: We discussed professional
expertise requirements for permanent committee members if a permanent committee is established. It was
discussed that the topic of "Ethics" should encompass the entire community not just city government. The
committee then attempted discussions to "define" in a sense, the meaning of ethics and how it relates to this

past, and discussed what our recommendation should be to City Council. Deb Sterling recommended we
take the equity study out of our report since another group has been assigned to go thru that in detail and
provide their own report. Madam Chair let the committee know that at the last City Council meeting where
she presented our 2 nd report, council wanted more direction from our committee on direction for potential
permanent committee members so that they can hit the ground running and not have to repeat all the work
and research we've done so far. Madam Chair presented some very interesting models of ethics groups
from Chicavo and Milwaukee and would like to incorporate some of their policies and procedures into our

name change for the committee. Deb Sterling suggested "Fairness and Equality Committee". Deb Sterling
then let the committee know that she will draft an introductory paragraph for our next report due on
