R-2017-111 A RESOLUTION adopting a Fee Schedule for Plumbing, Mechanical and Building Permit Fees for the City of Yakima WHEREAS, prior to 2014 the permit fees under YMC 11 04 030 increased automatically to conform with the Consumer Price Index, and had been increasing regularly for approximately ten years, and WHEREAS, in 2014 the permit fees were set by the Consumer Price Index according to then -existing ordinance language requiring that fees be increased yearly based on the CPI, and WHEREAS, the City Council determined that there should no longer be an automatic increase in the fees and permits authorized by the ordinance, and removed the language indicating the increase per the Consumer Price Index from the ordinance, and WHEREAS, at that time the City Council did not retract all the previous increases or set the fees and permits at any amount other than the amount set at the beginning of 2014, and WHEREAS, the City Council amended the ordinance to remove the Consumer Price Index increase language, but did not amend the ordinance to reflect the current amounts being charged for fees and permits, and WHEREAS, the City of Yakima continues to charge the amounts for fees and permits from the year 2014 when the City Council removed the Consumer Price Index increase and those permit charges and fees should be reflected in the ordinance to provide the best information possible to residents online and in the code, and WHEREAS, the City Council amended Yakima Municipal Code sections 11.32.106.5 2 (mechanical fees), 11 44 040 (plumbing fees), and 11 04 030 (building permits), to reference specifically a separate fee resolution rather than updating the fees through code updates, and WHEREAS, in so amending the municipal code, the City Council required that it also pass a fee resolution outlining the fees for mechanical, plumbing and building permits; and WHEREAS, this resolution and the attached Fee Schedule does not increase the fee or permit amounts from what have been charged since 2014, rather, it amends the ordinance language to properly reflect the amounts that have been charged since 2014 when the Council determined the fees should no longer automatically increase; and WHEREAS, the City Council of the City of Yakima hereby finds that it is in the best interest of the City and its residents to amend the code to reflect the amounts being charged by the City for fees and permitting under YMC 11 32 106 5 2, 11 44 040, and 11 04 030 in a fee schedule adopted and approved by resolution, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The attached schedule of fees for mechanical permitting, plumbing permitting and building is hereby adopted and shall become effective immediately ADOPTED BY THE CITY COUNCIL this 5th day of September, 2017 Fee Schedule for Plumbing, Mechanical and Building Permit Fees for the City of Yakima Effective September 5, 2017 Resolution R-2017-111 City of Yakima Mechanical Fees Basic Permit Fee $23 86 Supplemental Permits $7 29 Furnaces 100,000 BTU or less (forced air gravity type furnace or burner, including ducts & vents attached to such appliance) $17 51 Over 100,000 BTU (forced air or gravity type furnace or burner, including ducts & vents attached to such appliance) $20 69 Floor furnace, including vent/gas logs $17 51 Suspended heater, recessed or floor mounted heater $17 51 Appliance vents (each appliance vent not included in appliance permit) $10 36 Repair or alteration or addition to each heating appliance, refrigeration unit, cooling unit, absorption unit or each heating, cooling, absorption or evaporative cooling system, incl installation of controls regulated by this code $19 45 Boiler or compressor to and including 3 HP, or each absorption system to and including 100,000 BTU $17 58 Boiler or compressor over 3 HP to and including 15 HP (or 3.1 to 15 Tons cooling) for ea absorption system over 100,000 BTU/H & incl 500,000 BTU/H $29 38 Boiler or compressor over 15 HP to and including 30 HP (or 15.1 to 30 Tons cooling), for each absorption $39 00 1 system over 500,000 BTU/H to and incl. 1,000,000 BTU/H Boiler or compressor over 30 HP to and including 50 HP (or 30.1 to 50 Tons cooling) for each absorption system over 1,000,000 BTU/H to & including 1,750,000 BTU/H $53 18 Boiler or refrigeration compressor over 50 HP (or 50 1 Tons cooling or more) for each absorption system over 1,750,000 BTU/H $89 02 Air handling unit to and incl 10,000 cubic feet per minute, incl ducts attached thereto NOTE. For Meeting of: September 5, 2017 Ordinance amending the Municipal Code Section 11.04.030, Schedule of fees and building valuation, to reflect the current fees charged to residents for plan reviews, building permits and other related fees shall be by fee resolution Joan Davenport, Community Development Director Sara Watkins, Senior Assistant City Attorney SUMMARY EXPLANATION: This ordinance removes the fee table and building valuation table from the ordinance and requires the Council to pass a fee resolution. The reason for removing fees from ordinance language is that when fees need to be changed, it is more efficient to change them by resolution than ordinance. Further, the fees for building permits can be found in one document rather than throughout the code, making it easier for residents and developers to find a list of all fees. As fees need to be changed, the Council can amend the fee resolution. This does not take away the Council's responsibility to determine and set fees for services.
