ORDINANCE NO. r
AN ORDINANCE relating to the Classification and Compensation Plan for
employees of the City of Yakima, and amending Sections
2.20.040, 2.20.088, 2.20.093, 2.20.100 and 2.20.110 of
the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That Section 2.20.040 of the City of Yakima Municipal
Code is hereby amended to read as follows:
2.20.040 POLICY • FOR PAY STEPS. The salary ranges are
intended to furnish administrative flexibility in recognizing
individual differences between positions allocated to the
same class in the classified service and as a guide for
appointive positions. The following shall be the general
policy with respect to the use of the pay steps within salary
ranges:
(a) The minimum rate of pay for a class shall be paid to
any person on his original appointment to a position of a
class, except appointments at a salary rate above the minimum
may be authorized in exceptional circumstances by the appoint-
ing authority.
• (b) The basic salary range shall consist of four steps
to be known as Steps 1, 2, 3 and 4. The next three steps
after the beginning step shall normally be received by the
employee at three successive six-month intervals (except
for the Fire and Police Departments where there shall be a
year between Steps 2 and 3 and between Steps 3 and 4), pro.
viding his work has been satisfactory and he is making norma1
progress on the job.
All within-range increases are subject to the availability
of funds. For purposes of computing the length of time for
eligibility for within-range increases, the period of all
leaves of absence without pay shall not be included.
In order to simplify the preparation of payrolls, eligibility
for within-range salary increases shall be computed in the
manner heretofore set forth; provided, however, that upon an
eligibility date falling on or before the 15th day of the
month, such increase shall become effective as of the first
day of said month; and provided further, that upon an eligi-
bility date failing on or after the loth day of the month,
such increase shall become effective as of the first day of
the following month.
Salary increases or decreases resulting from the adjustment
of salary ranges in accordance with Section 2.20.030 shall not
prevent within-range increases in accordance with this section."

Section 2. That Section 2.20.088 of the City of Yakima Municipal
Code is hereby amended to read as follows:

III f2.20.088 SPECIAL ASSIGNMENT PAY. Police Detectives
a nd Patrolmen assigned to the Detective Division of the Police
Department, when not issued or required to wear a uniform in ,
the performance of their assignedduties, shall be paid a month-
ly clothing allowance of ten dollars in lieu of an issued uni-
form.
(b) When any employee, who is paid at an hourly rate, is
temporarily assigned •to a position in a higher classification
for a period of four hours or longer, he shall be paid at the
salary prescribed for the 4th Step of the higher classification
for the actual time so assigned.
(c) Clerical personnel in the Police Department shall, be
paid fifteen dollars per month in addition to their regular
salary when required to be available for night or weekend
shifts, or when required to perform police duties (other than
clerical)."
Section 3. That Section 2.20.093 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"2.20.093 SALARY (). MAYOR. Effective July 1, 1964 the
salary of the Mayor shall be one hundred dollars per month."
• Section 4. That Section 2.20.100 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"2.20.100 CLASSIFICATION PLAN AND SALARY RANGES. (a) The
following Classification Plan and Salary Ranges, hereinbefore
called salary ranges, shall be in full force and effect January
1, 1964:
