AN ORDINANCE relating to traffic regulations; prescribing maximum speed
limits; designating the proper positions for turning motor
vehicles; designating certain streets and alleys for one -way
traffic; regulating and restricting the /stopping, standing
and parking of motor vehicles; amending Sections 9.28.060 (b),
9.28.140 (a), 9.28.230, 9.36.050 (h), 9.36.070, 9.36.120 and
9.36.170 (1), all of the City of Yakima Municipal Code; and
repealing Section 9.36.050 (f) of the City of Yakima Municipal
Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That Section 9.28.060 (b) of the City of Yakima Municipal
Code is hereby amended to read as follows:
"9.28.060 (b) Subject to subsection (a) of this section, it shall be
unlawful for the operator of any vehicle to operate the same within
the City of Yakima at a speed in excess of the following:
(1) Twenty -five miles per hour: Throughout the city except as
otherwise limited by this code.
(2) Twenty miles per hour: When passing any marked school or public
playground or park crosswalk, when such marked crosswalk is fully posted
with standard portable school or speed control signs. The speed zone at
the crosswalk shall extend three hundred feet in either direction from
the marked crosswalk.
(3) Thirty miles per hour: On the following arterials in areas not
otherwise posted:
(a) North and South First Street from "D" Street to Lenox Avenue.
(b) West Lenox Avenue and Nob Hill Boulevard from 3rd Avenue to 24th
Avenue.
(c) Tieton Drive from South 16th Avenue to the western city limits.
(d) Summitview Avenue from 7th Avenue to the western city limits.
(e) Lincoln - Sunset Avenue from 5th Avenue to the western city limits.
(f) Fifth Avenue from "I" Street to Yakima Avenue.
(g) Third Avenue and Broadway from Walnut Street to the south city
limits.
(h) West "I" Street from 6th Avenue to North 1st Street.
(i) West Yakima Avenue from 16th Avenue to 36th Avenue.
(j) Mead Avenue from South 16th Avenue to east city limits.
(k) South 16th Avenue from Lenox Avenue to Mead Avenue.
(1) South 24th Avenue from Nob Hill Boulevard to Washington Avenue.
(m) Fair Avenue from Terrace Heights Way to Lenox Avenue.
(n) East Lenox Avenue from South First Street to east city limits.
(o) North 16th Avenue from Lincoln Avenue to Fruitvale Boulevard.
(p) 6th Street from Lenox Avenue to "C" Street.
(q) South 3rd Street from First Street to Walnut Street.
(r) South Second Street from Walnut Street to South T hird Street.
(s) 40th Avenue from Lincoln Avenue to Nob Hill Boulevard.
(t) Maple - Division Street from 5th Avenue to 16th Avenue.
(u) "C" Street from 5th Avenue to 6th Street.
(v) East Yakima Avenue from 6th Street to 9th Street.
(4) Thirty -five miles per hour:
• (a) Englewood Avenue.
(b) Grandview Avenue from Lincoln Avenue to Englewood Avenue.
(c) Summitview Avenue, where the same constitutes a boundary between
the City of Yakima and Yakima County.
(d) Washington Avenue from east city limits to west city limits.
(e) South 16th Avenue from Mead Avenue to south city limits.
(f) Nob Hill Boulevard from 24th Avenue to west city limits.
(g) North First Street from North City limits to "D" Street.
(h) Terrace Heights Way from East City limits to 9th Street.
(5) Forty miles per hour:
(a) South 1st Street from Lenox Avenue to south city limits."
Section 2. That Section 9.28.140 (a) of the City of Yakima Municipal Code
is hereby amended to read as follows:
9.28.140 (a) Position for turning. (a) Any person driving a motor vehicle
upon a public highway and desiring to make a turn to the right shall reason-
ably and prudently drive such vehicle as close as is practicable to the
extreme right-hand edge of the roadway a reasonable distance before the
point of making the turn, and in turning shall keep as close as practicable
to the right-hand curb or edge of the street. Any person driving a vehicle
upon a public highway and desiring to make a left-hand turn at an inter-
section shall reasonably and prudently drive such vehicle to the extreme
left hand side of that portion of the roadway lying to the right of the
center of the highway a reasonable distance before making such left-hand
turn; except on one-way streets, where left turns shall be made from the
lane nearest the left curb. It shall be unlawful for any person to make
or attempt to make any right-hand or left-hand turn until he has attained
the proper relative driving position as aforesaid.
Provided, that at intersections marked for left turn movements from
more than one lane, a left turn may be made from any lane so marked, and
the driver of a vehicle making a left turn at such an intersection shall
drive the vehicles so that during the turning movement, and on its com-
pletion, the vehicle shall maintain the same relative lane and position
as it held at the commencement of the left turn movement."
Section 3. That Section 9.28.230 of the City of Yakima Municipal Code is
hereby amended to read as follows:
"9.28.230 One-way traffic. No operator shall drive a vehicle in a one-
way street or alley contrary to the direction indicated by signs or markers.
Signs indicating the direction of traffic shall be erected and main-
tained where movement in the opposite direction is prohibited.
"A" Street from North Front Street to Naches Avenue shall be a one-way
street with traffic moving eastbound.
Chestnut Street from South Front Street to Naches Avenue shall be a
one-way street with traffic moving westbound.
The north-south direction of the tee alleys in Blocks 30 and 70, Plat
of the Town of North Yakima (now Yakima), shall be one-way alleys with
traffic moving southbound.
The alleys between West Spruce Street and West Chestnut Street between
llth Avenue and 12th Avenue shall be one-way alleys with the traffic moving
northbound."
Section 4. That Section 9.36.050 (h) of the City of Yakima Municipal Code
1.s hereby amended to read as follows:
"9.36.050 (h) On portions of streets contiguous to a block on which is
located a public or private school, it shall be unlawful to park or angle
park a vehicle where a parking prohibition is indicated by signs."
Section 5. That Section 9.36.070 of the City of Yakima Municipal Code is
hereby amended to read as follows;
"9.36.070 ADDITIONAL PARKING RESTRICTIONS. The operator of a vehicle shall
not stop, park or angle park such a vehicle on that part of the following
named streets and avenues as hereinafter indicated:
Both sides of East "C" Street from North Front Street to North First St.
The South side of West Yakima Avenue from Twelfth Avenue to Sixteenth
Avenue.
Both sides of West Chestnut Street from Sixteenth Avenue to Twentieth
Avenue.
The South side of West Chestnut Street from Sixth Avenue to Seventh
Avenue.
Both sides of East Yakima Avenue from Front Street to Railroad Tracks.
Both sides of East Yakima Avenue from Eighth Street to Ninth Street.
Both sides of West Yakima Avenue from Sixteenth Avenue to Twenty-second
Avenue.
Both sides of West Walnut Street from Sixth Avenue to Eleventh Avenue.

Both sides of East Walnut Street from the Alley between South Front Street
and South First Street to the Alley between South First Street and South
Second Street.
Both sides of Third Street for a distance of one hundred feet North of
the north property line of Washington Street.
Both sides of Washington Street for a distance of approximately one
hundred feet East of the east property line of Third Street and for a distance
of approximately one hundred feet West of the west property line of First
Street.
Both sides of South Third Street from the intersection of South Second
Street with Washington Street.
The North side of Spruce Street from Holton Avenue to South Twelfth
Avenue.
Both sides of Lincoln Avenue from Fifth Avenue to Sixteenth Avenue.
South side of Lincoln Avenue from Sixteenth Avenue to Twenty-fourth
Avenue.
Both sides of Maple-Division from Fifth Avenue to Sixteenth Avenue,
provided that stopping, standing and parking is not prohibited on the North
side of Maple Street between Eighth Avenue and Ninth Avenue where posted.
Both sides of "I" Street from North First Street to North Fifth Avenue.
The North side of East "C" Street between Sixth Street and Eighth Street.
Both sides of South Fifth Avenue from Division Street to Queen Ann.
Both sides of East "F" Street from Eighth Street one-half block East to !
alley.
Both sides of South First Street from a point 400 feet North of the • '
intersection of South Third Street and South First Street to a point 400
feet South of said intersection.
Both sides of South First Street from Pacific Street to a point 300 feet.
South of Lenox Avenue."
Section 6, That Section 9.36.120 of the City of Yakima Municipal Code is •
hereby amended to read as follows:
"9.36.120 Parking meter zones -- Time restricted parking zones. (a)
The following described portions of the following named avenues and streets
of the City of Yakima are hereby established as two hour, ten cents per hour,
• nickel-dime combinationparking meter zones, and the operator of a vehicle
shall not stop, park or angle park such vehicle for a longer continuous time
than two hours between the hours of 9:00 a.m. and 6:00 p.m., of any day,
except Sunday and holidays, in any such parking meter zone:
Both sides of Yakima Avenue from Sixth Avenue to Naches Avenue.
Both sides of East "A" Street from Front Street to Naches Avenue.
Both sides. of East Chestnut Street from Front Street to Naches Avenue,
except as provided in Section 9.36.090 of this Code.
Both sides of South Third Avenue from Yakima Avenue to Chestnut Street.
Both sides of South Second Avenue from Yakima Avenue to Chestnut Street.
The West side of North Second Avenue from Yakima Avenue to the First Alley
North of Yakima Avenue.
Both sides of First Street from Walnut Street to "B" Street.
Both sides of Second Street from Walnut Street to "B" Street.
Both sides of Third Street from Walnut Street to "B" Street, except as
provided in Section 9.36.090 of this Code.
Both sides of Fourth Street from Walnut Street to "B" Street. •
Both sides of Front Street from Yakima Avenue to u.A" Street.
(b) The following described portions of the following named avenues and
streets in the City of Yakima are hereby established as 'four hour, five cents
per hour, nickel-dime combination parking meter zones, and the operator of a'
vehicle shall not stop, park or angle park such vehicle for a longer contin-
uous time than four hours between the hours of 9:00 a.m. and 6:00 p.m., of
any day, except Sunday and'holidays, in any such parking meter zone:
Both sides of North First Street from "B" Street to "C" Street.
Both sides of South First Street from Walnut Street to Spruce Street.
Both sides of North Second Street from "B" Street to "C",Street:*
The West side of North Third Street from "B" Street to "C" Street.
Both sides of East Yakima Avenue from Naches Avenue to Sixth Street.
Both sides of East "B" Street from Front Street to North Third Street.
The South side of East "B" Street from North Third Street to North Fourth
Street.
The east side of Front Street from Yakima Avenue to Chestnut Street. •
The East side of Front Street from "A" Street t� "B" Street.
Both sides of East Walnut Street from the first alley East of South First
Street to South Fourth Street.
Both sides of North Naches Avenue from Yakima Avenue to "A" Street.
The West side of South Naches from Yakima Avenue to Chestnut Street.

Both sides of South Second Street from Walnut to a point 250 feet South
thereof.
Both sides of. South Third Street from Walnut to a point 275 feet South
thereof."
Section 7. That Section 9.36.170 of the City of Yakima Municipal Code is
hereby amended to read as follows:
• '9.36.170 Use of parking meters. (1) Between the hours of 9:00 a.m., and
6:00 p.m., on all days except Sunday, New Year's Day, Lincoln's Birthday,
Washington's Birthday, Memorial Day, Fourth of July, Labor Day, Columbus
Day, Veteran's Day, Thanksgiving Day, General Election Days and Christmas
Day when any vehicle shall be parked in any space alongside of or next to
which a parking meter is located, in accordance with the provisions of this
title, the operator of said vehicle or the person in whose name the vehicle
is registered, shall, upon entering such space with said vehicle, immediately
deposit in said meter a proper coin or combination of coins for a legal
parking time in an amount designated by said meter, and put the meter in
operation, unless said parking meter is covered by a locked meter hood, as
hereinafter provided."
Section 8. That Section 9.36.050 (f) of the City of Yakima Municipal Code
is hereby repealed.
Section 9. This Ordinance shall be in full force and effect thirty days
after its passage, approval and publication as provided by law and by the City
Charter.
