R-2017-075 to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to incorporate the Six-year Transportation Improvement Program (TIP) for the period of 2018 through 2023 WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six — Year Transportation Improvement Program for the construction of streets and arterial streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State RCW 35 77 010 and applicable Federal law; and WHEREAS, the City of Yakima desires to amend the Yakima Urban Area Comprehensive Pian Capital Facilities Element to reflect the adoption of the Six-year TIP, as contemplated and required by RCW 36 70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the Six-year TIP; and WHEREAS, this amendment is limited to incorporation of the projects listed in the Six- year Transportation Improvement Plan for the period of 2018 to 2023 to the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided under RCW 36 70A.130(2B) and RCW 35 77 010; and WHEREAS, public hearings were held by the Yakima City Council on the Six-year TIP on June 6, 2017 and June 20, 2017, with proper public notice as required by RCW 35 77.010, and WHEREAS, amending the Yakima Area Comprehensive Plan Capital Facilities Element is in the best interest of the City and its residents; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The adopted Six -Year Transportation Improvement Program for the period of 2018 through 2023 for the City of Yakima shall be incorporated as an amendment to the Capital facilities Element of the Yakima Urban Area Comprehensive Plan ADOPTED BY THE CITY COUNCIL this 20th day of June, 2017 ATTEST Sonya Cl r Tee, City Clerk * �► as '.,5 -;- BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT 1 Item No. 9. For Meeting of: June 20, 2017 ITEM TITLE: Public Hearing and resolutions to consider: A) Adoption of the Six- year Transportation Improvement Program for the years 2018 to 2023, and to amend the Metropolitan Transportation Plan; and B) Amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element SUBMITTED BY: Brett Sheffield, Chief Engineer, 576-6797 Scott Schafer, Director of Public Works SUMMARY EXPLANATION: A) Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six-year Transportation Improvement Program (TIP) for submittal to the Washington State Department of Transportation. This Plan must include all transportation projects for which state gas tax revenue and federal revenue will be used. The proposed 2018-2023 Transportation Improvement Plan includes fourteen projects that have funding. The funded projects are: #1 — North 1st Street Revitalization, 'N' Street to SR 12 #4 — Powerhouse Road Sidewalk #5 — Garfield Elementary Safety Improvements #6 — Yakima Valley Transportation Company Preservation #7 — Spring Creek Road Reconstruction #8 — South 36th Avenue Reconstruction #9 — Sorenson Road Reconstruction #10 — Bravo Company Boulevard #12 — Northside Alley Pavers #14 — Cowiche Canyon Trail #15 — N.34th Avenue/Fruitvale Boulevard & N. 34th Avenue/River Road Roundabouts #16 — Complete Street Projects #18 — S. 80th Avenue (Wide Hollow Creek) Bridge #19 — Wide Hollow Road (Wide Hollow Creek) Bridge A summary of the proposed changes to last year's TI P are listed below: 2 Add projects: #15 N. 34th Avenue/Fruitvale Blvd & N. 34th Avenue/River Road Roundabouts #16 Complete Street Projects #20 West River Road Improvements Divide the North 1st Street Revitalization project into two phases: #2 North 1st Street Revitalization, Phase 2 — 'N' Street to 'H' Street, and #3 North 1st Street Revitalization, Phase 3 — 'H' Street to MLK Remove project #4 — Adams Elementary/Washington M.S. sidewalk improvements since the construction funds are in the process of being obligated. Funding for the remainder of the projects included in the 2018-2023 TIP will continue to be sought. In order to use federal funds, such as those administered by the Federal Highway Administration (FHWA) and the Federal Transit Authority (FTA), projects must be included in the Statewide Transportation Improvement Program (STIP). The STIP is a prioritized program of transportation projects, complied from local and regional plans, along with the Washington Transportation System Plan (WTP), which provides a backbone for developing projects for the intermodal transportation network in the State of Washington. The STIP contains federally funded projects plus state and local projects that are regionally significant. These projects have been identified through the planning process as the highest priority for the available funding to the state's Transportation Program. Planning activities of state and local governments are essential parts of integrated regional planning processes. Long range transportation planning is a part of the comprehensive land use planning carried out by local governments. Citizen participation is an integral part of the planning process at all levels. Local agencies are required to develop and adopt a Six-year Transportation Program; holding at least one public hearing during its development. B) The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to incorporate the adopted Six-year TIP for 2018 to 2023. This will ensure that we are in compliance with the Growth Management Act and that we are consistent with the Comprehensive Plan as required. The amendment is limited to incorporate only those projects that are adopted in the STI P and is not subject to the "once a year" change required under the regulations of the Growth Management Act.
