The City has conducted extensive outreach and received more than one thousand five hundred community survey responses that are guiding the design of the 6th Avenue corridor, including the Fruitvale intersection. This outreach, which includes community surveys delivered through schools and distributed to families, ensures that project decisions are grounded in local voices, especially those of children and families who walk and bike this route daily. Detailed Project Description: Community Engagement Will develop an approach to meaningful community engagement that aligned with the goals of the project and is reaching communities of focus in the project area, and provides opportunities to build trust and community ownership. (as defined in SVVCCP-grant-gu_idance.pdf section 3), The City's engagement will focus primarily on the people who live, work, attend school, operate businesses, and travel along the 6th Avenue and Fruitvale Boulevard corridors. The project is located within one of Yakima's highest equity need neighborhoods, so particular emphasis will be placed on reaching residents and families who may experience barriers to participating in traditional public processes, including Spanish speaking households. All outreach materials will be provided in English and Spanish, and Spanish speaking team members will be available at the engagement activities. The City will continue working with the Yakima School District and Garfield Elementary to reach students and families who use the intersection to access Garfield Elementary and Stanton Academy. Engagement will also focus on pedestrians, bicyclists, people using mobility devices, transit riders, and households 97 that rely on affordable transportation options. This will be particularly important as the new Yakima Transit Center is developed near the intersection and pedestrian and bicycle activity increases. Additional outreach will be directed toward residential neighborhoods, industrial and commercial businesses, employees, property owners, and other corridor users who will be directly affected by the proposed improvements. The City will also continue coordinating with Yakima Transit, the William O. Douglas Trail Foundation, the Yakima Valley Trolleys organization, and other community stakeholders to address connections to schools, employment, transit, parks, the William O. Douglas Trail, and the Yakima Greenway. Approaches to community engagement to inform, consult, involve, collaborate and co create. The project will conduct: • Two bilingual, in person open houses with engaging project exhibits • Bilingual mailers, door hangers, social media posts, etc. • Spanish language materials and Spanish speaking team members at each open house • Opportunities for participants to discuss the design directly with the project team and provide written comments • Continued coordination with the Yakima School District,Yakima Transit, the William O. Douglas Trail Foundation,Yakima Valley Trolleys, and corridor businesses and property owners • Documentation of comments received and consideration of that input as the design advances Targeted outreach with the following communities: • Youth, students, and families • Spanish speaking households • Transit riders • Pedestrians, bicyclists, and people using mobility devices • Nearby residents, businesses, employees, and property owners Design of Intersection Improvements • Compact single lane roundabout at 6th Avenue and Fruitvale Boulevard • ADA compliant curb ramps • Marked pedestrian crossings on all four approaches • Illumination • Multi-modal connections to the surrounding corridor • Signing, pavement markings, and drainage improvements • Landscaping and green space where feasible Linear Improvements Green Space/Community Benefit The design will evaluate opportunities to incorporate street trees, drought tolerant landscaping, and other green space within the project area where feasible. 98 Essential Destinations Project will Provide Pedestrian/Bicyclist Connections to: • Yakima Transit Center • Garfield Elementary School • Stanton Academy • Elks Park • Yakima Greenway Community Based Organization Partners(may be subrecipients of funding): • William 0 Douglas Trail Foundation • Yakima Transit • Yakima School District Deliverables: • Supplemental survey and base mapping • Environmental review and SEPA documentation • Pedestrian, bicycle, and traffic counts • 30%, 60%, 90%, and final design submittals • Final plans, specifications, and engineer's estimate • Two community engagement activities during design • Community engagement summary Grant terms and conditions: Project Kickoff • We look forward to starting the project with a project kick-off meeting with the local programs engineer and the project team. This will be scheduled shortly after receiving the award letter. Project coordination • During the duration of the project, there will be quarterly project check-ins with the project team, and active transportation division staff, frequency adjusted as needed once the project is obligated. This will support the project's progress in a way that is supportive and aligned with the funding criteria and project summary. The project team will include staff from the project team and community partners • For design and construction projects:We will schedule a check in early in the design process to identify if design needs associated with ADA and the funding program are met.Through this process, we look to minimize the impact on the project cost and overall timeline. This check in will occur prior to requesting authorization for right of way acquisition or construction if right of way acquisition is not applicable. Project obligation • We look for projects to be obligated within 1 year of receiving the award letter. 99 Project Communication • We ask that you use the state guidance for the Climate Commitment Act (CCA?when communicating about the grant, which is fully funded by the CCA.The guidance and logos are intended to help agencies identify when and how to include requirements for funding acknowledgments and branding. These flow-down provisions apply to contractors, subcontractors, service providers and others doing business with the agency to implement a program that is receiving CCA funding. Recognizing the Sandy Williams program is also much appreciated! ® When the work is completed, please consider providing us with images or testimonials highlighting the improvements and programming to communicate the project's success.
