A RESOLUTION authorizing a 2017 NHS Asset Management Program Grant
application for a project that would improve North 1st Street from 'N'
Street toll' Street.
WHEREAS, the Washington Department of Transportation has issued a 2017
NHS Asset Management call for projects, with the maximum amount available per project
to be $5,000,000, and
WHEREAS, North 1st Street is designated as a National Highway System (NHS)
route, and making improvements to North 1st Street is a high priority to the City; and
WHEREAS, the City could possibly use a portion of the Transportation
Improvement Board grant to supply the required local match of approximately $675,000;
and
WHEREAS, the City Council of the City of Yakima finds it in the best interest of the
City and its residents to apply for the NHS grant to make improvements to North 1st Street,
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is authorized to sign a 2017 NHS Asset Management Program
Grant application for a project that would improve North 1st Street from 'N' Street to 'H'
Street.
ADOPTED BY THE CITY COUNCIL this 16th day of May, 2017.

Existing Conditions: Provide an explanation of the condition of the existing surfacing and roadway within the
proposed project limits. Describe type(s) of distress the roadway is exhibiting (alligator cracking, rutting, spalling, etc.).
Scope of Work: Provide an explanation of the specific project elements to be constructed.
Pavement Condition: Provide an explanation of how the scope of work directly addresses existing issues and how
that will lead to improved International Roughness Index (IRI) and Pavement Condition Index (PCI) scores.
Last Construction Project: Describe the last construction project(s) completed within the proposed project limits,
including type of work (reconstruction, overlay, crack sealing, etc.), and provide the month and year it was opened to
traffic.

When calculating lane miles paved, only thru-traffic lane miles should be used. Special use lanes, such as two-way left
turn, bicycle, etc. should not be included in the overall lane miles paved. The reasoning behind this is to encourage
treatments only in lanes that need preservation activities.
Estimated treatment life should be calculated as the number of years the treatment will extend the pavement to meet
pavement condition requirements or until another treatment is needed. In general, the treatment life is defined as the
number of years between pavement rehabilitation treatments. Treatment life can vary by location and individual
agency standards. Explain how the estimated treatment life was determined for this project's proposed treatment.

ITEM TITLE: Resolution authorizing a 2017 National Highway System (NHS)
Asset Management Program Grant application for a project that
would improve North 1 st Street from `N' Street to `H' Street

SUMMARY EXPLANATION:
The Washington State Department of Transportation has issued a 2017 NHS Asset
Management Program call for projects, with the maximum amount of grant funding per project to
be $5,000,000.
City Council previously acknowledged during discussions about establishing a Transportation
Benefit District (TBD) that making improvements to North 1 st Street remains a high priority to the
City. Since North 1 st Street is a National Highway System (NHS) route and the majority of the
design has already been completed, it is a good opportunity for the City to apply for this grant.
A Surface Transportation Program (STP) grant has already been secured to construct the
section of North 1 st Street from `N' Street to State Route 12. Therefore, by the City applying for
this $5,000,000 grant, work could continue for the improvements from `N' Street to as far south
as approximately `H' Street. As the grant will only supply 86.5% of the project cost, a match of
$675,000 would be required if the grant was awarded to the City.
The City currently has a $1,500,000 grant from the Transportation Improvement Board (TI B) for
North 1 st Street improvements from `N' Street to Martin Luther King, Jr. Boulevard. The TI B
indicated that their grant could possible be utilized to supply the required match for this potential
NHS grant. I n order for the City to apply for the grant, the City Manager must sign the grant
application.
