RESOLUTION NO. R-2026-137
authorizing the City Manager to apply for two U.S. Department of Housing
and Urban Development (HUD) grant programs, the Lead Hazard Reduction
Grant Program and the Older Adults Home Modification Grant Program.
WHEREAS, Yakima is one of the Washington counties with the highest lead -abatement
need due to the age of its housing stock, with approximately 58% of homes built before 1978
and therefore at elevated risk for lead -based paint hazards; and
WHEREAS, the Office of Neighborhood Development Services (ONDS) administers
HUD -funded housing and neighborhood programs, including the Single -Family Emergency
Home Repair Program, which assists income -qualified homeowners within Yakima city limits
with essential repairs related to electrical systems, plumbing, HVAC, roofing, accessibility
ramps, and other urgent health and safety needs; and
WHEREAS, the HUD Lead Hazard Reduction Grant Program supports jurisdictions in
identifying and controlling lead -based paint hazards in privately -owned rental and
owner -occupied housing, with funding requiring a ten percent local match over a
forty -eight -month project period, and Yakima qualifies under criteria for high lead -abatement
need jurisdictions; and
WHEREAS, the City of Yakima intends to apply for $4,000,000 under the Lead
Hazard Reduction Grant Program, and commits to providing the required 10% match
utilizing Community Development Block Grant (CDBG) funds across the four-year grant
period; and
WHEREAS, the HUD Older Adults Home Modification Grant Program assists local
governments in delivering safety, accessibility, and fall prevention modifications for low-income
seniors so they may continue living safely in their homes, with no local match requirement; and
WHEREAS, the City of Yakima intends to apply for $2,000,000 under the Older Adults
Home Modification Grant Program to expand aging -in -place interventions for low-income older
adults and integrate these services with ONDS's Emergency Home Repair Program; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. Grant Application Authority. The City Manager is hereby authorized to
apply for and submit all required materials for:
a) The HUD Lead Hazard Reduction Grant Program in the amount of $4,000,000, including
commitment of the required ten percent CDBG match; and
b) The HUD Older Adults Home Modification Grant Program in the amount of $2,000,000.
Section 2. The City Manager is authorized to execute all required certifications,
assurances, forms, and related documents.

SUMMARY EXPLANATION:
The attached resolution authorizes the City Manager to apply for two U.S. Department of Housing and
Urban Development (HUD) grants that will expand the City's capacity to address critical health, safety,
and accessibility needs in local homes. Yakima is among the highest need counties in Washington for
lead hazard abatement, with an estimated 58% of housing units built before 1978 and therefore at
elevated risk for lead based paint exposure. The City's Office of Neighborhood Development Services
(ONDS) currently operates the Emergency Horne Repair Program, which assists income qualified
homeowners with essential repairs including roofing, electrical, plumbing, heating and cooling, and
accessibility modifications such as wheelchair ramps.
To address growing community need, the City intends to apply for $4 million through HUD's Lead Hazard
Reduction Grant Program, which supports identification and mitigation of lead -based paint hazards and
requires a 10% local CDBG match over a four-year period. The grant can be used to replace siding and
windows, as well as other activities that are not allowed under the City's existing Emergency Horne
Repair Program. In addition, the City will apply for $2 million over three years through HUD's Older
Adults Home Modification Grant. Program, which funds low-cost accessibility and safety improvements
for low-income seniors with no match requirement. These funds will be sufficient to maintain and expand
funding of the City's current Emergency Home Repair Program.
