5:30 PM City Council Regular Meeting - Conducted in person and virtually via Zoom
1) Roll Call
The meeting was called to order at 5:30 p.m.
Present: Mayor Matt Brown, presiding; Assistant Mayor Reedy Berg and Councilmembers
Patricia Byers, Rick Glenn, Felisa Gonzalez, Juliet Potrykus and Leo Roy (present via
Zoom until approximately 6:25 p.m.)

2) Pledge of Allegiance
Mayor Brown led the Pledge of Allegiance.
3) Interpreter Services
Mayor Brown introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4) Public Comment
Ken Wilkinson, Yakima Parks & Recreation Manager; and John Cooper, President of the
Yakima Rotary Club; spoke about the partnership with the local rotary clubs and Yakima
Community College for the installation of a new playground at Larson Park. The Council
expressed appreciation for their efforts towards this park improvement project.
Amanda G., County resident, urged Council to acknowledge public comments opposing
Flock cameras and provided suggestions for the use of those funds.
5) Open Discussion for the Good of the Order
5.A Recognition of Linda Ford for 20 years of service
Yakima Police Chief Shawn Boyle recognized Linda Ford for 20 years of service
to the City of Yakima. Ms. Ford thanked the Council for their recognition.
5.B Recognition of Scott Schafer for 30 years of service
City Manager Vicki Baker recognized Scott Schafer for 30 years of service to the
City of Yakima. Mr. Schafer thanked the Council for their recognition.
5.0 Recognition of Roque Garcia for His Heroic Actions
Interim Fire Chief Tom Huntington presented community member Roque Garcia an
Apple Award for his heroic actions related to a kitchen fire incident in which his
attempt to extinguish the fire prevented further damage to a neighboring duplex.

6) Council Reports

7) Consent Agenda
Mayor Brown referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members present. There were no
changes. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion
without further discussion-see motion directly below.)
MOTION: Berg moved and Byers seconded to approve the consent agenda. The
motion carried by a 7-0 roll call vote.
7.A Approval of minutes from the July 14, 2026 and July 21, 2026 City Council
regular meetings
7.B Resolution authorizing an agreement with the Rotary Clubs of Yakima for the
design, installation, and use of a playground at Larson Park
RESOLUTION NO. R-2026-117, A RESOLUTION authorizing an agreement
between the City of Yakima and the Rotary Clubs of Yakima for development,
maintenance and use of Larson Park.
7.0 Resolution authorizing an amendment to the City's current contract with
Christensen Inc. to add fleet fuel card program and services
RESOLUTION NO. R-2026-118, A RESOLUTION authorizing the City Manager
to amend the City's current contract with Christensen Inc. to add fleet fuel card
program and services.
7.D Resolution authorizing award and agreement with Albina Asphalt to purchase
liquid asphalt and fog seal products
RESOLUTION NO. R-2026-119, A RESOLUTION authorizing award and
agreement with Albina Asphalt to purchase liquid asphalt and fog seal products.
7.E Resolution approving a grant application for Office on Violence Against Women
Fiscal Year 2026 Firearms Technical Assistance Project Pilot Site Initiative
RESOLUTION NO. R-2026-120, A RESOLUTION approving a grant application
for the Office on Violence Against Women Fiscal Year 2026 Firearms Technical
Assistance Project Pilot Sites Initiative (FTAP).
7.F Ordinance amending Yakima Municipal Code Title 8 Streets and Sidewalks
relating to violations and penalties
ORDINANCE NO. 2026-028, AN ORDINANCE amending the City of Yakima
Municipal Code Chapters 8.01, 8.20, and 8.72 relating to penalties and violations
for work in the public right-of-way.
8) Public Hearings
8.A Final public hearing on the 2026 Draft Annual Action Plan
Assistant City Manager Gary Ballew and Neighborhood Development Services
Program Supervisor Jesse Mooney briefed Council on the 2026 Draft Annual
Action Plan.

Mayor Brown opened the public hearing. Tony Courcy provided comments about
notification to the public and other topics unrelated to the hearing matter. With no
one else coming forward or calling in to speak, Mayor Brown closed the hearing.
9) Department Items
9.A Resolution adopting the 2026 Annual Action Plan for CDBG and HOME funded
programs
Neighborhood Development Services Program Supervisor Jesse Mooney and
Assistant City Manager Gary Ballew presented information about the 2025 program
year, including deliverables in the Emergency Home Repair Program, new
construction and rehabilitation of rental units, Community Home Development
Organizations (CHDO's), planning and administration, and year-to-date program
expenses. Mr. Ballew noted that any comments received through today's public
hearing will be incorporated into the Annual Action Plan prior to submission to the
U.S. Department of Housing and Urban Development (HUD). Mr. Mooney
responded to questions from Council members.

After Council deliberation,
MOTION: Berg moved and Byers seconded to adopt the resolution. The
motion carried by a 7-0 roll call vote.
RESOLUTION NO. R-2026-121, A RESOLUTION adopting the proposed 2026
Annual Action Plan for Community Development Block Grant (CDBG) and Home
Investment Partnership Program (HOME) funded Programs as mandated by the
U.S. Department of Housing and Urban Development (HUD).
9.B Resolution amending the Master Fee Schedule to incorporate the increase in
rates for the Refuse Division
Director of Public Works Scott Schafer briefed the Council on the proposed
resolution related to a 3% Council-approved utility tax increase on refuse rates to
fund Fire Station 92. The increase in refuse rates would be applied to each
ready-to-serve charge on a bi-monthly billing period for a total of 8.2% for 2026
through 2028.

After Council discussion,
MOTION: Berg moved and Byers seconded to adopt the resolution. The
motion carried by a 6-0 roll call vote; Roy absent.
RESOLUTION NO. R-2026-122, A RESOLUTION amending the Master Fee
Schedule to incorporate the increase in rates for the Refuse Division.
9.0 Resolution authorizing an agreement with the Washington State Public Works Board
for a loan of$985,560 for the 6th Avenue Roadway Project TB2796/AC2796
Community Development Director Bill Preston briefed the Council on the
proposed resolution consisting of a loan for the design of the 6th Avenue project
that includes a total rebuild of the roadway and City utilities within the right of
way. Mr. Preston clarified that no city funds, including this loan, will be used for
the replacement of the trolley tracks. He further emphasized the advantages of
this funding opportunity.

motion carried by a 6-0 roll call vote; Roy absent.
RESOLUTION NO. R-2026-123, A RESOLUTION authorizing acceptance and
execution of a loan agreement with the Washington State Public Works Board
(PWB) for the 6th Avenue Roadway Project TB2796/AC2796.
9.D Ordinance amending the 2026 Budget for the City of Yakima; and making
appropriations from unappropriated fund balances in various funds for
expenditures during 2026 (First Reading)
Director of Finance and Budget Craig Warner briefed Council on the first reading
of the budget amendment highlighting items including increased appropriations
for police equipment, retired firefighter medical benefits, and Franklin Pool
expenses. It also includes grant revenue, banking rebates, and the transfer of
remaining balances for funds to be closed.

First Reading of AN ORDINANCE amending the 2026 Budget for the City of
Yakima; and making appropriations from Unappropriated Fund Balances within
various funds for expenditure during 2026 for various purposes as described in
the attached Schedule I.
10) City Manager Update
10.A Preview of upcoming topics
Due to scheduled absences, City Manager Vicki Baker proposed canceling the
August 11th meeting and suggested a special meeting on August 25th for the utility
billing presentation. Council members agreed.
City Manager Baker reported on upcoming topics related to the introduction of
the new CEO and President of Yakima Valley Tourism Jenn Harrison; an update
on the RFP process for Washington Fruit and Harman Center; and a State of the
City presentation with the Chamber of Commerce.
Councilmember Byers reported that the County Commissioners allocated an
additional $200,000 to Camp Hope to assist with transition efforts.
Interim Fire Chief Tom Huntington provided a brief update on the fire near 2900
McCullough Rd and expressed appreciation for mutual aid provided by nearly
every agency in the area. He reminded the public about safety hazards related to
drones near active fires as they affect fire suppression efforts.
Ms. Baker provided an update from Pacific Power relating to power outages
during wildfire incidents and she shared information about a nonprofit program
which offers clothing to community members affected by the wildfires.
11) Other Business
Councilmember Glenn further commented on the County's response to the homeless
situation. Mayor Brown provided an update on the hiring process for the vacant Yakima
County Human Services Director. Councilmember Byers expressed gratitude to Yakima
County for the additional financial allocation to Camp Hope.

12) Adjournment
MOTION: Byers moved and Berg seconded to adjourn to the next City Council
regular meeting on August 18, 2026, at 5:30 p.m. in the City Hall Council
Chambers. The motion carried by unanimous vote; Roy absent.
