R-2026-120 approving a grant application for the Office on Violence Against Women Fiscal Year 2026 Firearms Technical Assistance Project Pilot Sites Initiative (FTAP). WHEREAS, the City of Yakima has a significant number of domestic violence cases each year; and WHEREAS, the City was previously awarded a three-year FTAP grant which allowed it to work towards greater collaboration among stakeholders, including, but no limited to both, Yakima County, City of Yakima prosecutors and the YWCA , to address the domestic violence issues within the City, specifically addressing the use of firearms in domestic violence incidents; and, WHEREAS, the initiative provides collaborative approach which has had success since its commencement with enhancement of law enforcement response, prosecution, victim services, and judicial handling of cases relating to firearms relinquishment; and WHEREAS, this federal grant is due to expire on September 30, 2026, but there is an opportunity for grantees to apply for an additional grant period to continue the work being done within their respective communities; and WHEREAS, the City, Yakima County, the prosecuting attorneys and the YWCA of Yakima among other stakeholders' desire to continue collaboration to address this issue in our community and believe that continued collaboration on this issue will reduce domestic violence; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to apply for the Office on Violence Against Women Fiscal Year 2026 Firearms Technical Assistance Project Pilot Sites Initiative Grant to continue the work and collaboration that was started with the prior grant award, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby authorizes the City Manager to apply for the Office on Violence Against Women Fiscal Year 2026 Firearms Technical Assistance Project Pilot Sites Initiative. Purpose This Memorandum of Understanding (MOU) outlines the roles, responsibilities, and commitments of the Yakima Police Department and its project partners in support of the Office on Violence Against Women (OVW) Firearms Technical Assistance Pilot Project (FTAP) reauthorization application. The Yakima Police Department's FTAP program supports the Yakima community's coordinated response to firearm safety in the context of domestic violence. During the reauthorization period, project partners will continue building on work completed during the initial FTAP award by institutionalizing electronic service (E- Service) of civil protection orders, strengthening firearm surrender practices, expanding expertise related to domestic violence -related Extreme Risk Protection Orders (DV ERPOs), supporting multidisciplinary collaboration, and using data to evaluate and improve system response. All partners listed above collaborated and are supportive of this application and the proposed project activities, 2. Description of Project Partners The Yakima Police Department has worked collaboratively with the City of Yakima Legal Department, Yakima County Prosecuting Attorney's Office, and YWCA Yakima for many years to improve responses to domestic violence cases throughout Yakima County. These agencies participate in Yakima's multidisciplinary domestic violence coalition and regularly collaborate on case coordination, training, policy development, and system improvement efforts. Throughout our initial FTAP award, the partnership expanded its focus on firearm surrender practices, implementation of electronic service of civil protection orders, coordinated responses involving domestic violence related firearms, and development of best practices that improve victim safety and offender accountability. This application reflects the continued commitment of all partners to strengthen Yakima County's coordinated response to firearm safety in the context of domestic violence during the FTAP reauthorization period. 3. Roles and Responsibilities Yakima Police Department The Yakima Police Department will serve as the lead applicant and fiscal agent for the project. YPD will coordinate implementation of the FTAP work plan, oversee project administration and reporting, facilitate multidisciplinary collaboration, manage implementation and evaluation of electronic service (E- Service), support dedicated staffing for civil protection order service and firearm surrender efforts, coordinate project data collection and evaluation, and serve as the primary liaison with OVW and technical assistance providers. City of Yakima Legal Department — Prosecution Division The City of Yakima Legal Department will continue collaborating with YPD on misdemeanor domestic violence cases involving firearm prohibitions and criminal no contact orders. The Legal Department will provide legal guidance regarding implementation of E-Service, participate in multidisciplinary planning, assist with policy development and support efforts that improve compliance with firearm surrender requirements and victim safety. Yakima County Prosecuting Attorney's Office The Yakima County Prosecuting Attorney's Office will continue collaborating with project partners on felony domestic violence cases involving firearms and firearm prohibitions. The Prosecutor's Office will participate in multidisciplinary case coordination, provide legal expertise regarding firearm surrender requirements and DV ERPOs, contribute to policy development, and support coordinated efforts that improve offender accountability and community safety. YWCA Yakima YWCA Yakima will provide the victim services perspective throughout implementation of the project and will ensure that survivor safety remains central to project activities. YWCA will participate in multidisciplinary planning meetings, provide feedback regarding policies and procedures, assist with training and community education efforts as appropriate, and continue coordinating with criminal justice partners to improve services for survivors of domestic violence. 4. Contributions to the Project Each partner agrees to actively participate in implementation of the FTAP project through staff time, subject matter expertise, attendance at multidisciplinary meetings, participation in training and polity development, and other in -kind contributions consistent with their role in the project. The Yakima Police Department will provide overall project management, grant administration, and project staffing supported by grant funds. All partners collaborated in development of this application, have reviewed the proposed project activities and are aware of the total amount of funding requested. Partners not receiving grant funds agree to contribute in -kind resources necessary to support successful implementation. 5. Timeline The responsibilities described in this MOU are contingent upon the YPD receiving funding under the OVW Firearms Technical Assistance Pilot Project reauthorization. This Memorandum of Understanding will remain in effect throughout the project period. 6. Signatures We the undersigned organizations have read and agree with this MOU. We have participated in development of this application, have reviewed the proposed work plan, and agree to carry out the responsibilities described in this Memorandum of Understanding. The initiative provides collaborative approach which has had success since its commencement with enhancement of law enforcement response, prosecution, victim services, and judicial handling of cases relating to firearms relinquishment.
