ITEM TITLE: Resolution amending the Master Fee Schedule to incorporate the
increase in rates for the Refuse Division

SUMMARY EXPLANATION:
The City of Yakima (City)wishes to amend the Refuse rates within the Master Fee Schedule to account
for City Council approving a 3°/o utility tax increase on the Refuse Division to fund Fire Station 92. The
increase in Refuse rates would be specifically to each ready-to-serve charge on a bi-monthly billing
period in the amount of 8.2% for 2026 through 2028; generating approximately $300,000 per year.
The rate increase is being applied directly to the ready-to-serve charge to guarantee the funding amount
needed to cover the 3°/o increase in utility tax to the General Fund. The ready-to-serve charge is a
constant amount and is independent of frequency of use and/or volume. The Master Fee Schedule lists
the ready-to-service charge for Refuse as "weekly" and "monthly" with those rates appropriately adjusted
based on a bi-monthly billing.

RESOLUTION NO. 2026-
A RESOLUTION amending the Master Fee Schedule to incorporate the increase in rates
for the Refuse Division.
WHEREAS, the City of Yakima (City) wishes to amend the Refuse rates within the
Master Fee Schedule to account for City Council approving a utility tax increase on the Refuse
Division to fund Fire Station 92; and
WHEREAS, the increase in Refuse rates would be specifically to each ready-to-serve
charge on a bi-monthly billing period in the amount of 8.2% for 2026 through 2028; and
WHEREAS, the City Council finds and determines it is in the best interest of the City of
Yakima and its residents to amend the Master Fee Schedule to increase the Refuse rates each
year for the years 2026-2028; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The rates for Refuse service as authorized by YMC 4.16, are hereby amended as
follows, and shall be reflected as such in the City of Yakima Master Fee Schedule:

Section 2. All other sections and provisions of the Master Fee Schedule shall remain
unchanged and fully enforceable as written. Nothing in this resolution changes, amends, or
modifies any other section or portion of the Master Fee Schedule other than as set forth in
Section 1.
Section 3. This Resolution will take effect immediately upon passage.
