ITEM TITLE: Resolution adopting the 2026 Annual Action Plan for CDBG and
HOME funded programs

SUMMARY EXPLANATION:
The Resolution adopts the proposed 2026 Annual Action Plan for Community Development Block Grant
(CDBG) and Home Investment Partnership Program (HOME)funded Programs as mandated by the U.S.
Department of Housing and Urban Development (HUD).
The City held two public input meetings and held an open written public comment period for a minimum
of 30 days. Comments made prior to July 27th are incorporated in the document attached. Comments
received after July 27th through tonight's public hearing will be incorporated prior to the Annual Action
Plan being sent to HUD.

RESOLUTION NO. R-2026-
A RESOLUTION adopting the proposed 2026 Annual Action Plan for Community
Development Block Grant (CDBG) and Home Investment Partnership
Program (HOME) funded Programs as mandated by the U.S. Department
of Housing and Urban Development (HUD)
WHEREAS, in order to receive the federal CDBG and HOME funds for years 2025-2029,
the City of Yakima was required to submit a five-year Consolidated Plan; and
WHEREAS, the City must also submit a new Annual Action Plan each year identifying
general areas of planned affordable housing and community development in accordance with the
approved Consolidated Plan; and
WHEREAS, the City of Yakima's Office of Neighborhood Development Services has
completed the 2026 Annual Action Plan and has fulfilled the requirements for two public input
meetings and held an open written public comment period for a minimum of 30 days; and
WHEREAS, the Office of Neighborhood Development Services will document any
comments received during the comment period or at the public hearing in the plan prior to
forwarding to HUD; and
WHEREAS, the City Council hereby finds that it is in the best interests of the City and its
residents to adopt the 2026 Annual Action Plan, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Council of the City of Yakima adopts the 2026 Annual Action Plan and the
City Manager of the City of Yakima is hereby authorized to direct staff to submit the plan to HUD
as required.
ADOPTED BY THE CITY COUNCIL this 3rd day of August, 2026.
