RESOLUTION NO. R-2026-110 A RESOLUTION authorizing approval of the Heritage Capital Projects grant application for the Yakima Valley Trolley Heritage Project, confirming the City of Yakima's support for the project, and committing to the required matching funds. WHEREAS, the City of Yakima owns and supports the Yakima Valley Trolleys, a historic community asset operating along the 6th Street line in Yakima, Washington, preserving a unique element of local, regional, and state heritage; and WHEREAS, the Yakima Valley Trolleys system contributes to cultural, educational, and tourism opportunities for residents and visitors, and its preservation and rehabilitation are essential to maintain and enhance these benefits; and WHEREAS, the Washington State Heritage Capital Projects Program provides funding to preserve and develop heritage facilities throughout the state; and WHEREAS, the City of Yakima seeks to submit a Heritage Capital Projects grant application for the Yakima Valley Trolley Project to support preservation, rehabilitation, and continued public access to the historic trolley system; and WHEREAS, the City of Yakima is requesting a Heritage Capital Projects grant award of $397,600, and the required match of $795,200 will be met through prior City and grant -funded expenditures as allowable under the grant rules; and WHEREAS, the City of Yakima owns the Yakima Valley Trolley system, while day-to-day operations, programming, and volunteer coordination are managed by the Yakima Valley Trolleys nonprofit organization; and WHEREAS, the Yakima City Council supports the Yakima Valley Trolley Heritage Project, approves the proposed improvements outlined in the grant application, and finds that the project is in the public interest; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. The City of Yakima hereby formally approves the Heritage Capital Projects grant application submitted for the Yakima Valley Trolley Heritage Project. Section 2. the City of Yakima approves the requested Heritage Capital Projects grant amount of $397,600 and commits to providing evidence of the required matching funds in the amount of $795,200. Section 3. The City Manager is authorized to execute all required certifications, assurances, forms, and related documents to submit this grant application. For Meeting of: July 14, 2026 Resolution authorizing approval of the Heritage Capital Projects grant application for the Yakima Valley Trolley (No future city funding - No TBD or General Fund) Bill Preston, Community Development Directo *Gary Bellew, Assistant City Manager The Yakima Valley Trolleys, operating along the historic 6th Avenue line, represent a cultural and historic asset owned by the City of Yakima. Yakima Valley Trolley Association, in coordination with city staff, is seeking a Heritage Capital Projects grant application requesting funding to support preservation, rehabilitation, and continued public use of the trolley system, including improvements to infrastructure, facilities, and historic equipment. The grant program requires a formal resolution from the governing body affirming support for the project, approving the requested grant amount, and committing to the required matching funds. The match comes from previously expended dollars as allowed by the granting agency. The application was initially submitted as incomplete as we were trying to meet the submittal deadline. The incomplete portion was the proposed resolution. We still have an opportunity to add the resolution to complete the application. The proposed resolution fulfills those requirements by confirming the City's ongoing commitment to preserving the Yakima Valley Trolleys, recognizing their educational, tourism, and heritage value, and authorizing the City Manager to take necessary actions to submit the application.
