For Meeting of: July 14, 2026 ITEM TITLE: Public Meeting to consider the Notice of Intent to commence the Terrace Heights Commercial District Annexation in the vicinity of Terrace Heights Dr. and University Parkway SUBMITTED BY: *Trevor Martin, Planning Manager Bill Preston, Community Development Director Gary Ballew, Assistant City Manager SUMMARY EXPLANATION: A Notice of Intent to Commence Annexation was received by the Planning Division on April 23, 2026. Council set the date of July 14, 2026 (per RCW 35.13.125), to consider this annexation request. The area proposed for annexation is approximately 350 acres in size and consists of approximately 145 parcels zoned Light Industrial, General Commercial, and Suburban Residential. The purpose of this meeting is for Council to determine the following: 1. Whether to accept, reject, or geographically modify the proposed annexation 2. Whether to require the assumption of any portion of existing city indebtedness by the area to be annexed; and, 3. Whether to require the simultaneous adoption of a Comprehensive Plan. This is not a final action from Council. If the Annexation moves forward, an additional public hearing, with a public comment period during the hearing, will be conducted. Regarding the assumption of indebtedness, all property within the territory being annexed shall be assessed and taxed at the same rate and on the same basis as other property of the City of Yakima, Washington, and shall assume its proportional share of the existing indebtedness of the City of Yakima, Washington as presently adopted or as is hereafter amended. The property is currently zoned M-1, GC, and SR and has Future Land Use designations of Urban Industrial, Urban Public, Urban Commercial, and Urban Commercial. This designation is consistent with the City of Yakima Comprehensive Plan 2040. A separate Comprehensive Plan for the area is not required. ITEM BUDGETED: N/A STRATEGIC PRIORITY 24-25: A Thriving Yakima RECOMMENDATION: If the Council chooses to take the next step: Authorize the City to collect 60°/0 of signatures, and direct City staff to work with Yakima County and District partners to begin service 14 agreement discussions. I - W."4 'LL• ' ,,, I" , I 'silk •. . , .,, • . -• .., a S' 0 • e --s.pb t Data Source: ESRI,U.S.Census Bureau Annexation Procedures The Process Receive Notice of Intent Public Meeting to determine the following: Accept, reject, or geographically modify the proposed annexation; Whether it shall require the simultaneous adoption of the comprehensive plan; Whether it shall require the assumption of all or of any portion of existing city or town indebtedness by the area to be annexed. 18 The Process If the City Council chooses to proceed with the annexation: Permit staff to collect 60% of signature - the petition must be signed by the owners of not less than sixty percent in value according to the assessed valuation for general taxation of the property for which annexation is petitioned; After signatures have been collected, set date for public hearing and ordinance; Reevaluation of City Council Districts; Public hearing held with City Council-This is where Council will decide to move forward with an Ordinance; 19 The Process After Public Hearing, Ordinance and supporting information forwarded to the Yakima County Boundary Review Board for 45 day notice; After Boundary Review Board review, Ordinance is recorded and area becomes annexed into City Limits. If the City Council chooses not to proceed with the annexation and public meeting, annexation process is done and does not continue. Permit the City to collect 60% of signatures - the petition must be signed by the owners of not less than sixty percent in value according to the assessed valuation for general taxation of the property for which annexation is petitioned, City will also work with other parties on agreements during this time; 5. After signatures have been collected, set date for public hearing and ordinance; 6. Reevaluation of City Council Districts; 7. Public hearing held with City Council —Will be noticed; 8. After Public Hearing, Ordinance and supporting information forwarded to the Yakima County Boundary Review Board for 45 day notice; 9. After Boundary Review Board review, Ordinance is recorded and area becomes annexed into City Limits. 10. If the City Council chooses not to proceed with the annexation and public meeting, annexation process is done and does not continue. 27
