Home My WebLink About06/16/2026 Business Meeting199 YAKIMA CITY COUNCIL MINUTES June 16, 2026 City Hall — Council Chambers —129 N 2"d Street, Yakima, WA 5:30 PM City Council Regular Meeting — Conducted in person and virtually via Zoom. 1) Roll Call The meeting was called to order at 5:31 p.m. Present: Mayor Matt Brown, presiding; Assistant Mayor Reedy Berg and Councilmembers Patricia Byers, Felisa Gonzalez, Juliet Potrykus and Leo Roy Staff: Acting City Manager Gary Ballew, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra Absent and Excused: Councilmember Rick Glenn 2) Pledge of Allegiance Mayor Brown led the Pledge of Allegiance. 3) Interpreter Services Mayor Brown introduced Nate Montgomery who announced interpreter services are available in Spanish. 4) Public Comment The following community members provided comments opposing Flock Safety cameras: Noemi Sanchez (City resident), Andreina Rangel (County resident), Zachary Galland (City resident), Michael Morrison (City resident), Drew Toop (City resident), Martha Ramirez (City resident), Steve Flynn (City resident), and Amanda G (Selah resident). Ed Falter, with the Marine Corp League, thanked Councilmember Byers for being a guest speaker at their event and presented her with a Certificate of Appreciation. Anne Knapp, City resident, asked about Item 7E related to the upcoming Transportation Improvement Program (TIP) hearing, and voiced support for Flock cameras. Tony Sandoval, City resident, spoke in favor of the revised Terrace Heights annexation proposal, and expressed support for Chief Boyle. Tony Courcy, City resident, provided comments about ongoing water rights issue and property at 1021 N 34th Ave. Open Discussion for the Good of the Order 5.A Recognition of retiring Fire Chief Aaron Markham Acting City Manager Gary Ballew recognized Fire Chief Aaron Markham for his upcoming retirement and expressed appreciation for his service to the City of Yakima, Chief Markham thanked the Council for their recognition. June 16, 2026 — Yakima City Council Meeting Minutes Page 1 of 6 200 6) Council Reports 6.A Council Nominating Committee recommendation regarding appointments to boards, commissions, committees Councilmember Berg reported on the June 4, 2026 Council Nominating Committee meeting. The Nominating Committee's recommendation for appointments and reappointments include: • Arts Commission - reappoint Kimberly Ruck (Symphony Orchestra representative) and Vance Jennings (dramatic arts representative) • Henry Beauchamp Jr. Community Center Advisory Board (HBCC) - appoint Carlos Fernandez • Yakima Planning Commission (YPC) - reappoint Colleda Monick and appoint Dr. Tanya Knickerbocker, Eduardo Davila Verdin, and James Conright • Public Facilities District (PFD) - reappoint Margaret Luera MOTION: Potrykus moved and Byers seconded to accept the Council Nominating Committee recommendations. The motion carried by unanimous vote; Glenn absent. Councilmember Byers reported on recent changes related to the Yakima Health District Board and Yakima Valley Conference of Govemments Executive Board. 7) Consent Agenda Mayor Brown referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item M was removed from the Consent Agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion -see motion directly below.) MOTION: Berg moved and Roy seconded to approve the consent agenda as read. The motion carried by a 6-0 roll call vote; Glenn absent. 7.A Approval of minutes from the June 2, 2026 City Council regular meeting 7.B Approve payment of disbursements for the period May 1 - 31, 2026 7.0 May 2026 Investment Transaction Report 7.D Project Completion and Contract Acceptance with Total Site Services LLC for Systemic Pedestrian Safety Improvements Project 2675 7.E Resolution setting date of July 7, 2026 to review and adopt the Six -year Transportation Improvement Program and Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for 2027-2032 RESOLUTION NO. R-2026-084, A RESOLUTION setting the time and place for a hearing on July 7, 2026, to review and adopt the Six -year Transportation Improvement Program and Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2027-2032. 7.F Resolution setting the time and place for a public hearing on July 21, 2026, at 6:00 p.m. in the City of Yakima City Council Chambers to hear from the public on the proposed surplus of real property owned by the City and acquired for utility purposes RESOLUTION NO. R-2026-086, A RESOLUTION authorizing renewal of the City of Yakima's subscription agreement with Euna Solutions, Inc., formerly Questica, through Carahsoft Technology Corporation, for budget management software. 7.H Resolution authorizing award acceptance of Washington State Department of Transportation grant for the 72nd & Washington Avenue Sidewalk Project 2861 RESOLUTION NO. R-2026-087, A RESOLUTION authorizing acceptance and execution of a state grant program agreement with the Washington State Department of Transportation for 72nd Ave & Washington Ave Active Transportation Project. 7.1 Resolution authorizing a grant agreement with Washington State Department of Transportation to fund Paratransit Services (Dial A Ride) RESOLUTION NO. R-2026-088, A RESOLUTION authorizing the acceptance of a grant with Washington State Department of Transportation (WSDOT) to fund City of Yakima Paratransit Services (Dial -A -Ride). 7.J Resolution authorizing an Interagency Agreement with the Washington Traffic Safety Commission for Dedicated DUI Enforcement RESOLUTION NO. R-2026-089, A RESOLUTION authorizing an agreement with Washington Traffic Safety Commission to provide funding to the City of Yakima for a dedicated officer whose primary responsibilities will be the detection and enforcement of impaired driving. 7.K Resolution authorizing an agreement with Selland Construction, Inc. for the Expanding Water and Wastewater Access to Underserved Communities Project AC2570 & SC2605 RESOLUTION NO. R-2026-090, A RESOLUTION authorizing an Agreement with Selland Construction, Inc. for the construction of the Expanding Water and Wastewater Access to Unserved Communities Project AC2570 & SC2605. 7.L Resolution accepting Change Order #2 with Ascent Foundation and More, LLC for the Expanding Water and Wastewater Access to Underserved Communities. Project 2570/2605 RESOLUTION NO. R-2026-091, A RESOLUTION accepting Change Order No. 2 to City Contract 2025-074 with Ascent Foundation & More LLC for Project AC2750/ SC2605 Expanding Water and Wastewater Access to Underserved Communities. 7.M Resolution approving agreements with Flock Safety for annual subscription renewal for the Yakima Police Department This item was removed from the Consent Agenda 7.N Ordinance amending the 2026 Budget for the City of Yakima; and making appropriations from unappropriated fund balances in various funds for expenditures during 2026 (Second Reading) ORDINANCE NO. 2026-025, AN ORDINANCE amending the 2026 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditure during 2026 for various purposes as described in the attached Schedule 1. June 16, 2026 — Yakima City Council Meeting Minutes Page 3 of 6 202 Items Removed from the Consent Agenda 7.M) Resolution approving agreements with Flock Safety for annual subscription renewal for the Yakima Police Department Police Chief Shawn Boyle and City Attorney Sara Watkins briefed Council on the proposed resolution and responded to questions from Council regarding the contract terms and conditions. The City Clerk read the resolution by title only. A RESOLUTION authorizing agreements with Flock Safety for annual subscription renewal for the Yakima Police Department. After extensive Council discussion and consideration, MOTION: Potrykus moved and Berg seconded to adopt the resolution. The motion failed by a 3-3 roll call vote; with Brown, Gonzales and Roy voting no; Glenn absent. MOTION: Potrykus moved and Berg seconded to bring this resolution [Flock contract] back the first week of July. The motion carried with a 5-1 vote; with Gonzalez voting no; Glenn absent. Further discussion continued and additional action on this item was taken under the Other Business section of this meeting. 8) Public Hearings None. 9) Department Items 9.A Yakima Air Terminal - Airport update Administrative Assistant Shelby Barrett recapped the success of the 2026 Aviation Day events and announced next year's event will include an air show. Director of Yakima Air Terminal Christopher Hopkins provided highlights about the airport's ongoing projects focused on travel safety, customer experience and overall operational improvements. He reported that Phase 1 of the ticketing counter and rental car area renovations are scheduled to begin this fall. Other projects noted include the overflow parking project, the Legacy Crosswind Runway rehabilitation, and the possibility of a feasibility study aimed at increasing routes and ticket sales. 9.B Resolution authorizing the acceptance of two (2) Federal Aviation Administration grants for the Rehabilitation of the Legacy Crosswind Runway 4-22 at the Yakima Air Terminal -McAllister Field Director of Yakima Air Terminal Christopher Hopkins briefed Council on the proposed resolution. The City Clerk read the resolution by title only. MOTION: Gonzalez moved and Byers seconded to adopt the resolution. The motion carried by a 6-0 roll call vote; Glenn absent. RESOLUTION NO. R-2026-092, A RESOLUTION authorizing acceptance grant award 3-53-0089-63-2026 and grant award 3-53-0089-64-2026 from the Federal Aviation Administration (FM) for construction of the Legacy Crosswind Runway 4/22, a capital improvement project at the Yakima Air Terminal -McAllister Field. June 16, 2026 — Yakima City Council Meeting Minutes Page 4 of 6 203 9.0 Resolution authorizing the acceptance of AIG Grant # 3-53-0089-065-2026 from the FAA for the amount of $1,559,556.00 for Work Package #2 - Airport Terminal Ticket Counter and Baggage Handling at the Yakima Air Terminal -McAllister Field This agenda item will be brought back at a later date. 9.D Resolution authorizing the submittal of grant applications to the Yakima County SIED Board and the U.S. Economic Development Administration (EDA) for the Yakima Air Terminal Cargo & MRO Feasibility Study Assistant City Manager Gary Ballew briefed Council on the proposed resolution relating to a grant application for a feasibility study to evaluate cargo demand, infrastructure needs, runway requirements, economic impacts, and long-term development opportunities at the Yakima Air Terminal. The City Clerk read the resolution by title only. After Council discussion, MOTION: Byers moved and Berg seconded to adopt the resolution. The motion carried by a 6-0 roll call vote; Glenn absent. RESOLUTION NO. R-2026-093, A RESOLUTION authorizing submission of applications to the Yakima County Supporting Investments in Economic Development (SIED) Board and to the U.S. Economic Development Administration (EDA) for feasibility and planning funding to study the expansion of air cargo and MRO capacity at Yakima Air Terminal -McAllister Field (YKM). 10) City Manager Update 10.A Preview of upcoming topics Acting City Manager Ballew described the progress on the Franklin Pool repairs and shared pictures and a video. Mayor Brown announced the pool will open on Friday June 19th at 12:30 p.m. and be open throughout the summer season with limited hours dependent on staffing. Mr. Ballew also reported that upcoming Council items include public hearings related to the TIP and Annual Action Plan for CDBG funds, presentation on the 1406 funds, and right-of-way use permit for Minado Buffet. 11) Other Business MOTION: Brown moved and Roy seconded to reconsider item 7M [related to agreements with Flock Safety]. The motion carried by unanimous vote; with Gonzalez voting no; Glenn absent. After Council discussion, the City Clerk read the resolution by title only. RESOLUTION NO. R-2026-094, A RESOLUTION authorizing agreements with Flock Safety for annual subscription renewal for the Yakima Police Department. MOTION: Potrykus moved and Byers seconded to adopt the resolution [Item 7M]. The motion carried by a 5-1 roll call vote; with Gonzales voting no; Glenn absent. Councilmember Byers mentioned the parade of the America 250 celebration to be held on July 3'd and encouraged the community's participation and attendance. Potrykus requested an update on the RFP process for Washington Fruit Community Center and the Harman Center.
