The agenda statement states the dty'sTIP will besubmitted tothe VVAState Dept. ofTransportation
for inclusion in the State TIP and that "Projects must be listed on STIP to be approved by the Federal
Highway Administration."
The Summary Explanation also says .... ... and amending the regional Metropolitan Transportation
Plan and Comprehensive Plan Capital Facilities E|ement."
I. Which chapter isbeing updated? The Yakima Urban Area Comprehensive Plan 2O25has Chapter VI:
Transportation, which includes Table VI-1: Trnsportation|mprovementPnjects,20]6'IO26.

4. Please accept this testimony for the TIP July 7, 2026 meeting. The trolley should be excluded from
any TIP because:
* The trolley isnot transportation. |tisrather oseasonal, non-40A-accessib|etourist trolley
that operates mnsummer weekends and holidays
* The trolley does not provide continuous or functional mobility and therefor does not quality
os"transportation"mr"public transportation"
• The trolley was removed from the Transportation @enefitQisthct.
5. 1 can't find the Yakima Urban Area Comprehensive Pion for 2027-2032 or even the Capital Facilities
Element piece. The Yakima Urban Area Comprehensive Plan 2025 is found only by searching the
internet, NPUrban Area Plan isonthe CitytPlanning web page.

have commented? The PCand public can comment onthe Vkeare Yakima
comprehensive plan update.

Hi,
Is this the Transportation and Capital Facilities element of the Yakima Comprehensive Plan we are
working on? Or is the Yakima Urban Area Comprehensive Plan something different?
If these are adopted, what is the impact on the comprehensive plan we are working on?
Is the PC supposed to review anything in the Urban Area Plan?
