Distributed at the Meeting (2)Distributed at Meeting: .-f Item#, PROHIBITED SURVEILLANCE CAMERA LOCATIONS (Print handouts w/ maps & locations) Last week we heard Chief Boyle say that they had removed cameras from locations now deemed by WA SB 6002, section 3, 41, as sensitive locations where cameras can't be placed. If you look again at that handout, we've highlighted this section for you where the law states, "It is unlawful for any agency to collect automated license plate reader data on the premises or immediate surroundings or access to or from facilities that provide protected health care, as described in chapter 7.115 RCW, ( "Protected health care services" means gender -affirming treatment and reproductive health care services that are lawful in the state of Washington.), or at facilities conducting an immigration matter as defined in RCW 19.154.020, (means any proceeding, filing, or action affecting the nonimmigrant, immigrant, or citizenship status of any person arising under immigration and naturalization law, executive order, or presidential proclamation, or pursuant to any action of the United States citizenship and immigration services, the United States department of labor, the United States department of state, the United States department of justice, the United States department of homeland security, the board of immigration appeals, or any other entity or agency having jurisdiction over immigration law), elementary and secondary schools, places of worship, courts, or food banks." Since the City has not produced information as asked for in public records requests about the locations of the cameras, and that info isn't on the so-called YPD "Flock transparency portal" either, we have relied on our own research that requires driving around to these locations with the assistance of deflock.org to find out where all the cameras are. "Immediate surroundings" isn't more clearly defined in the law, but it seems reasonable to allow that 1-2 blocks can be considered immediate surroundings. We have found that there are currently 12 cameras within 1-2 blocks of 4 elementary & secondary schools, at least 1 place of worship, 1 agency conducting immigration matters, 1 near health facilities, and, while day -cares and early learning centers are not on that list specifically, you ought to be extremely concerned to know that there are cameras outside of 5 daycare and early learning centers, too. If you can't use the mobile cameras in police vehicles since they can't be shut off around schools to prevent their surveilling of children, presumably, why would it then be acceptable to post stationary cameras outside of day -cares and community parks where children frequent? If you look at the handout titled City of Yakima surveillance cameras at prohibited and sensitive locations, we've provided graphics to you to save you the time of having to actually do the research yourself, so you can see that what Chief Boyle said isn't true. And let me remind you that each camera takes 6-12 photos of any person or vehicle that triggers the motion sensor. 6-12 photos of every adult dropping their child off at school or daycare at least twice a day, 5 days a week, 52 weeks a year. (show poster of number of photos taken of 1 person or update to reflect above info?) All fed to Flock who can do as they wish with the photos of your children. Stop surveilling children. Stop surveilling all of us. Remove the cameras. End the contracts. Invest in proven community pr©grams.
