AN ORDINANCE transferring funds within the 1959 appropriation for
the Water-Sewer Department and declaring an emergency.
WHEREAS, a surplus exists in several of the accounts of the
Capital or Betterment Accounts classification of the 1959 appropri-
ation for the Water-Sewer Department, and
WHEREAS, it is necessary that funds be transferred from said
accounts to certain other accounts within the Capital or Betterment
Accounts classificatioa and the Maintenance and Operation Accounts
classification of the 1959 appropriation for the liater-Sewer Depart-
ment; that attached hereto and by this reference made a part hereof
is the letter dated Yovember 20, 1959 from E. J. Allison, City
Manager of the City of Yakima, addressed to the City Council setting
forth the reasons for said transfers and
WIIEREAS, such additional requirements could not have been
reasonably foreseen at the time of the adoption of the 1959 Budget
and the action contemplated herein is authorized by 'R.C.W. 55.33.120
and the City Council finds that it is in the best interests of the
people of the City of Yakima to make such transfers, now, therefore,:
BE IT 0 BY TEE CITY OF YAKIHA:
Section 1. That the sums itemized below are hereby trans-
ferred from sueeelus items of the Capital or Betterment Accounts
-- ' classification to deficit iteme in the Maintenance and Operation
and Capital or Betterment accounta olassifications, all within the
1959 approprietion for the Water-Sewer Department.

Section 2 The Director of Finance is hereby authorized and
directed to make the af:oresaid tranonrs
Section 3. This ordi=oe is one to provide for the imme-
diate preservation of the public peace, oroperty, health and
safcty and an emergency is hereby declared to exist and this
ordinance shall be in full force and effect immediately upon its
passage, approval and r.uhlication a pl by law and the Oity
Ohar'Ger.
