May 13, 2026
Call to Order
Chair Place called the meeting to order at 3:02 p.m.
Roll Call
YPC Members Present: Chair Mary Place, Vice -Chair Charles Hitchcock, Jeff Baker,
Leanne Hughes -Mickel, Anne Knapp, Colleda Moick, Philip
Ostriem, Frieda Stephens, Shelley White
YPC Members Absent: Kevin Rangel (unexcused)

City Council Liaison: Felisa Gonzalez
It was announced that Commissioner Roy Gondo has resigned effective today. Applications to
apply for a commission seat are available on the city of Yakima Website.

Last night, the City Council passed a motion directing that all language related to halfway houses
as well as several other land -use definitions be brought to the Planning Commission within the
next six months.
The final review for Capital Facilities will be done today. Transportation will be reviewed on May
27, with Paul Sharman from the Transpo Group joining virtually. The remaining elements will be
reviewed June 10 which include Historic Preservation, Parks, and one other item.
A public workshop to review the public draft is scheduled for June 24, 2026.
A roval of Minutes from A ri 88. 2026- Commissioner Knapp moved to approve the meeting
minutes from April 8, 2026. Commissioner Hughes -Mickel seconded the motion. Commissioner
White requested that the staff announcements include which text amendments were approved by
City Council. The motion carried unanimously.

continued with the review of the Capital Facilities update and discussed changes.
Other Business — Commissioner White asked a question regarding the handout provided by
the Barge Chestnut neighbors, followed by a discussion on how to respond to the questions
raised in the handout. Chair Place asked staff to let the Bike & Ped Committee know about the
Transportation Element being reviewed at the next meeting. Commissioner Knapp
complimented staff for hosting the Codes and Coffee informational get-togethers with the
community.

The Transportation Element will be reviewed including parking standards in the next few
weeks.
• The moratorium discussion is expected to be reviewed by the Planning Commission in
July.

• Developing a process for public response, following up with the Barge -Chestnut
neighbors.
Outstanding Action Items
Study session on road standards will be held.
• A new section for congregant living will be added to the code and reviewed by the
Commission.
Future Items
• A future discussion and hearings will be scheduled on city boundaries/Urban Growth
Area (UGA) boundaries.
• Right of way assessments for vacant buildings will be explored.
• Staff will notify and update the Commission when the countywide policies are completed,
• Downtown Action Plan - staff will determine if the Planning Commission will be involved.
• Staff will coordinate a future roundtable with experts to discuss design standards.
A motion to adjourn to May 27, 2026, was passed with a unanimous vote. The meeting
