HomeMy WebLinkAbout04-22-2026 YPC MinutesCity of Yakima Planning Commission (YPC) Meeting Minutes April 22, 2026 Call to Order Chair Place called the meeting to order at 3:01 p.m. Roll Call YPC Members Present: Chair Mary Place, Vice -Chair Charles Hitchcock, Roy Condo, Leanne Hughes -Mickel, Anne Knapp, Colleda Monick, Kevin Rangel, Shelley White YPC Members Absent: Philip Ostriem, Frieda Stephens, Jeff Baker (all excused) Staff Present: Trevor Martin; Planning Manager, Eva Rivera; Planning Technician City Council Liaison: Matt Brown, Felisa Gonzalez Staff Announcements — The next Codes and Coffee will be Wednesday, April 29 at Catalyss Coffee at 8 AM. Public Comment Jim Dobbie provided public comments regarding project in the Barge - Chestnut neighborhood going before the Historic Commission and a handout. Martin Anguiano-Zarate provided public comments regarding a project in the Barge -Chestnut neighborhood going before the Historic Commission. Commission reviewed the Capital Facilities update and discussed proposed changes. There was not enough time to cover the analysis, so it will be reviewed at the next meeting. arch Bildin emit Re 'ort- The Commission did not have time to review this item. Other Business Commissioner White passed out her request to BERK/Trevor Martin to include a more thorough land breakdown, considering the new housing laws, in charts 2.23, 2.26 and all the Council District Land Use charts in the Land Use section of the new Comp Plan. This would explain BERK's proposed amendments to be discussed at the next meeting. City Council has issued a moratorium pertaining to Halfway Houses and Secure Community Transition Facilities. A public hearing will be scheduled within the next two meetings. Meeting Recap - Action Items & Decisions: Extensive discussion on the ADU n stn & Barge. Follow-up discussion items include improving transparency of the permitting process; Providing clearer information on permit status and review; Reviewing notification standards for ADU's under current state laws and local regulations. • Review of Chapter 7 of the Comprehensive Plan Update related to Capital Facilities. Key discussion points were ensuring consistency in reported numbers and data, identifying 04/22/2026 YPC Minutes and clarifying where growth can occur, and priorities for serving in already developed areas within the city before accommodating growth. • Please let Trevor know if you will be attending Codes and Coffee to avoid a quorum. • The Commission will explore green space requirements for apartments, maybe using the county as a model. • If the Governor signs the emergency shelter legislation, staff will provide a copy and schedule a discussion Study session on road standards will be held. • Capacity analysis and setbacks will be reviewed without BERK's participation. • A new section for congregant living will be added to the code and reviewed by the Commission. Future Items • A future discussion and hearings will be scheduled on city boundaries/Urban Growth Area (UGA) boundaries. • Right of way assessments for vacant buildings will be explored. • Staff will notify and update the Commission when the countywide policies are completed. • Downtown Action Plan - staff will determine if the Planning Commission will be involved. Staff will coordinate a future roundtable with experts to discuss design standards. A motion to adjourn to May 13, 2026, was passed with a unanimous vote.
