Adjourn Next Meeting: July 8, 2026 - 1 - 05/13/2026 YPC Minutes City of Yakima Planning Commission (YPC) Meeting Minutes May 13, 2026 Call to Order Chair Place called the meeting to order at 3:02 p.m. Roll Call YPC Members Present: Chair Mary Place, Vice-Chair Charles Hitchcock, Jeff Baker, Leanne Hughes-Mickel, Anne Knapp, Colleda Monick, Philip Ostriem, Frieda Stephens, Shelley White YPC Members Absent: Kevin Rangel (unexcused) Staff Present: Trevor Martin; Planning Manager, Eva Rivera; Planning Technician City Council Liaison: Felisa Gonzalez It was announced that Commissioner Roy Gondo has resigned effective today. Applications to apply for a commission seat are available on the city of Yakima Website. Staff Announcements – Last night, the City Council passed a motion directing that all language related to halfway houses as well as several other land‑use definitions be brought to the Planning Commission within the next six months. The final review for Capital Facilities will be done today. Transportation will be reviewed on May 27, with Paul Sharman from the Transpo Group joining virtually. The remaining elements will be reviewed June 10 which include Historic Preservation, Parks, and one other item. A public workshop to review the public draft is scheduled for June 24, 2026. Approval of Minutes from April 8, 2026- Commissioner Knapp moved to approve the meeting minutes from April 8, 2026. Commissioner Hughes-Mickel seconded the motion. Commissioner White requested that the staff announcements include which text amendments were approved by City Council. The motion carried unanimously. Public Comment – None Comp Plan Update: Capital Facilities – Continued from Last Meeting - The Commission continued with the review of the Capital Facilities update and discussed changes. Other Business – Commissioner White asked a question regarding the handout provided by the Barge‑Chestnut neighbors, followed by a discussion on how to respond to the questions raised in the handout. Chair Place asked staff to let the Bike & Ped Committee know about the Transportation Element being reviewed at the next meeting. Commissioner Knapp complimented staff for hosting the Codes and Coffee informational get-togethers with the community. Meeting Recap – Action Items & Decisions: • The Transportation Element will be reviewed including parking standards in the next few weeks. • The moratorium discussion is expected to be reviewed by the Planning Commission in July. - 2 - 05/13/2026 YPC Minutes • Developing a process for public response, following up with the Barge-Chestnut neighbors. Outstanding Action Items • Study session on road standards will be held. • A new section for congregant living will be added to the code and reviewed by the Commission. Future Items • A future discussion and hearings will be scheduled on city boundaries/Urban Growth Area (UGA) boundaries. • Right of way assessments for vacant buildings will be explored. • Staff will notify and update the Commission when the countywide policies are completed. • Downtown Action Plan - staff will determine if the Planning Commission will be involved. • Staff will coordinate a future roundtable with experts to discuss design standards. There will be 5 positions open on the Commission. Council appointment committee will meet on June 4. Approval of Minutes from April 8 & 22, 2026- Commissioner Monick moved to approve the meeting minutes from April 8, 2026, Commissioner Baker seconded the motion. The motion carried unanimously. Commissioner White moved, and Commissioner Knapp seconded, to amend the April 22, 2026, meeting minutes under Other Business to state that the handout provided was from the Barge–Chestnut neighbors. The motion carried unanimously. Commissioner Ostriem moved to approve April 22, 2026, minutes as amended. Commissioner White seconded, and the motion carried unanimously. Public Comment – Jose Ulloa provided public comment. Tony Courcy provided public comment. Srini M. provided comment about CPA#002-25. Commissioner Baker made a motion to reconsider CPA#002‑25 with proper notice. Commissioner Rangel seconded. Roll Call Vote: White – No Rangel – No Monick – No Hughes‑Mickel – Abstain Baker – Yes Knapp – No Place – Abstain Motion failed. Comp Plan Update: Transportation Element & Technical Analysis – Phil Matoon from the Bike & Ped Committee provided comment. Oneza from BERK, along with Paul Sharman and Patrick Lynch from Transpo Group joined virtually and went over a PowerPoint presentation on the Transportation Element. The Commission discussed the updates and provided feedback. - 2 - 05/27/2026 YPC Minutes April Building Report – Trevor provided a brief overview of the building report and highlighted some new business. Other Business – The I-502 related item will be coming to the Commission in August. The moratorium will also be coming to the Commission in late summer. Commissioner White suggested preparing a response to the questions in the handout provided by the Barge- Chestnut homeowners. Meeting Recap – Action Items & Decisions: • Thank you to Frieda Stephens for her years of service on the Commission. • Pending vacancies on the Commission. • Three people provided public comments. • A vote to reconsider CPA#002-25 failed. • Presentation by Transpo Group on the Transportation Element Outstanding Action Items • Developing a process for public response, following up with the Barge-Chestnut neighbors.
