SUMMARY EXPLANATION:
Accepting changer order#2 will allow work from the contractor to be completed as follows:
excavation beyond original limits, place quarry spells to establish stable subgrade foundation, and
reconcile quantity increases and decreases to represent revied contract amount

RESOLUTION NO. R-2026-
A RESOLUTION accepting Change Order No. 2 to City Contract 2025-074 with Ascent
Foundation & More LLC for Project AC2750/SC2605 Expanding Water and
Wastewater Access to Underserved Communities.
WHEREAS, City Yakima (City) selected Ascent Foundation & More LLC as the
contractor for Expanding Water and Wastewater Access to Underserved Communities Project
AC2750/SC2605 as approved through Resolution 2025-078; and
WHEREAS, additional work was required of Ascent Foundation & More LLC which
included over-excavation beyond original limits, place quarry spalls to establish stable subgrade
foundation, and reconcile quantity increases and decreases to represent revied contract amount;
and
WHEREAS,the total cost of Change Order No. 2 is$403,944.38 with an increase of fifteen
and a half working days to the contract term; and
WHEREAS, City water and wastewater capital funds will be used to pay for the change; and
WHEREAS, the City finds that it is in the best interest of the City o f Yakima and its
residents to approve the City Manager's execution of Change Order No. 2; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute the attached Change Order No. 2 with
Ascent Foundation & More LLC for additional work associated with Project AC2570/SC2605
Expanding Water and Wastewater Access to Underserved Communities in the amount of four
hundred and three thousand nine hundred and forty-four and thirty-eight cents ($403,944.38)
with an increase of fifteen and one half(15.5)working days. A true and correct copy of the Change
Order is attached hereto and fully incorporated herein.
ADOPTED BY THE CITY COUNCIL this 161h day of June 2026.

Change Order work, materials, and measurements shall be in accordance with provisions of the WSDOT Standard
Specifications,Special Provisions,and City of Yakima Standard Plans. The contract is revised as follows:
Description of Work: Over-excavation beyond original limits, place quarry spalls to establish stable subgrade
foundation, import and place crushed surfacing base course in trench section limits. Reconcile quantity increases
and decreases to represent revised Contract amount.
Verbal Approval Date: March 9, 2026
Construction Requirements: Work associated with this Change Order was performed as outlined by the Contract
specifications, incorporated City of Yakima Standards, and WSDOT Standard Specifications.
Measurement and Payment: Work associated with Change Order 2 was tracked utilizing the Force Account
provisions of the Contract and Unit Price Bid Items. See attached Exhibit for Change Order breakdown.
Change Order Total: $403,944.38
Not valid until signed by both the Approving Authority and Contractor.
Signature of the Contractor indicated agreement herewith,including any adjustment on the Contract Sum or Contract Time.
The original Contract Sum was $ 2,206,003.41

Change Order 2 is being executed to compensate the Contractor for additional efforts encountered during construction related to
unsuitable native material. Due to the presence of unsuitable material encountered both above and below the pipe zone for the
new sewer and water installations, additional measures were required to complete the work in accordance with the project
specifications and industry standards.The native soils within this area did not provide adequate support or stability for proper pipe
installation and road restoration, necessitating corrective actions to achieve a suitable foundation and ensure the long-term
performance and integrity of the utility.These conditions required over-excavation beyond the original limits, extending to a depth
of approximately three (3)feet below the contract pipe zone limits.
Following over-excavation, quarry spalls were placed to establish a stable subgrade foundation.Subsequently, all excavated
material deemed unsuitable was removed from the contract trench section limits and replaced with imported crushed surfacing
base course.This material was placed and compacted in accordance with project requirements to provide uniform support
throughout the trench backfill.
These measures were necessary to mitigate the impacts of the unsuitable subsurface conditions and to ensure that the installed
pipelines meet the required structural and performance criteria outlined in the contract documents.
Additional efforts related to the unforseen site conditions resulted in additional Contract time and Project Temporary Traffic
Control to complete the work. The Contractor is being granted additional Project Temporary Traffic Control for the eighteen (18)
Contract days added in Change Order 01 and fifteen and a half(15.5)Contract days added in Change Order 02.Additional
Project Temporary Traffic Control payment is being added to each applicable schedule based on Work performed.
Change Order 2 also reconciles Contract under and overruns for existing bid items to represent actual project costs for work
completed.
