5:30 PM City Council Regular Meeting -Conducted in person and virtually via Zoom.
Executive Session - 5:00 p.m.
Executive Session to discuss pending litigation pursuant to RCW 42.30.110(1)(i)
MOTION: Berg moved and Byers seconded to adjourn to Executive Session until
5:30 p.m. to discuss pending litigation pursuant to RCW 42.30.110(1)(i). The motion
carried by unanimous vote. Mayor Brown announced that Council is not expected to take
further action following executive session.
Present for Executive Session: Mayor Matt Brown, Assistant Mayor Reedy Berg, and
Councilmembers Patricia Byers, Rick Glenn, Felisa Gonzalez, Juliet Potrykus and Leo
Roy (present at 5:07 p.m.)
Executive session was held at 5:03 p.m. and adjourned at 5:29 p.m.
1) Roll Call
The meeting was called to order at 5:33 p.m.
Present: Mayor Matt Brown, presiding; Assistant Mayor Reedy Berg and Councilmembers
Patricia Byers, Rick Glenn, Felisa Gonzalez, Juliet Potrykus and Leo Roy

2) Pledge of Allegiance
Mayor Brown led the Pledge of Allegiance.
3) Interpreter Services
Mayor Brown introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4) Public Comment
Andreina Rangel (County resident), Noemi Sanchez (City resident), William Chichenoff
(City resident), Michael Morrison (City resident) expressed concerns about the use of
ALPR technology and encouraged funds to be reallocated to community programs.
Deshawn Oursland (City resident), Angi Scott (City resident), Amy Laws (City resident),
and Samantha Jewett (City resident) urged Council to raise public awareness about the
ongoing negotiations between MultiCare and insurance companies and the long term
effects the loss of coverage will have on the community's healthcare needs.
Nick Marquez, City resident, suggested that Council consider using affordable housing
funds to provide utility connections for Accessory Dwelling Units (ADU's).
Tony Courcy, City resident, expressed ongoing frustration relating to a water rights claim.

7) Consent Agenda
Mayor Brown referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members present. There were no
changes. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion
without further discussion-see motion directly below.)
MOTION: Berg moved and Byers seconded to approve the consent agenda. The
motion carried by a 7-0 roll call vote.
7.A Approval of minutes from the May 12, 2026 and May 19, 2026 City Council
regular meeting
7.B Resolution authorizing an Interlocal Agreement with the City of Tieton for a
temporary water transfer (Irrigation Revenue)
RESOLUTION NO. R-2026-079, A RESOLUTION authorizing a lease agreement
with the City of Tieton and Yakima-Tieton Irrigation District to lease 31 shares of
Irrigation water to the City of Tieton for the water year 2026.

9.A Resolution authorizing the application of a federal grant for Airport Terminal
Ticketing Counter (Part 1) (FAA Grants/SIED Funds)
Director of Yakima Air Terminal Christopher Hopkins briefed Council on the
resolution to submit a grant application for the ticketing counter and baggage
handling project at the airport. Mr. Hopkins also extended an invitation to the
upcoming Aviation Day events at the Yakima Air-Terminal scheduled for June 6tn

MOTION: Byers moved and Berg seconded to adopt the resolution. The
motion carried by a 7-0 roll call vote.
RESOLUTION NO. R-2026-080, A RESOLUTION authorizing application for
grants from the Federal Aviation Administration (FAA) for construction of
Terminal Core and Rental Car Counter Modernization, a capital improvement
project at the Yakima Air Terminal -McAllister Field.
9.B Resolution amending the Master Fee Schedule to incorporate the increase in
rates for the Stormwater Division
Public Works Director Scott Schafer explained the proposed resolution related to a
3% Council-approved utility tax increase on stormwater rates to fund Fire Station 92.
The increase in stormwater rates would be 3.2% in 2026; additionally, a 7% increase
each year during the period of 2027 through 2029 to the annual base rate.

MOTION: Potrykus moved and Roy seconded to adopt the resolution. The
motion carried by a 6-1 roll call vote; with Gonzalez voting no.
RESOLUTION NO. 2026-081, A RESOLUTION amending the Master Fee
Schedule to incorporate the increase in rates for the Stormwater Division.
9.0 Resolution amending the Master Fee Schedule to incorporate the increase in
rates for the Water Division
Public Works Director Schafer explained the proposed resolution related to a 3%
Council-approved utility tax increase on water rates to fund Fire Station 92. The
increase in water rates would be applied directly to the ready-to-serve charge on
a bi-monthly billing period in the amount of 12.3% in 2026, 6.5% for 2027 and
4.5% for 2028 and 2029.

After Council discussion,
MOTION: Potrykus moved and Roy seconded to adopt the resolution. The
motion carried by a 6-1 roll call vote; with Gonzalez voting no.
RESOLUTION NO. 2026-082, A RESOLUTION amending the Master Fee
Schedule to incorporate the increase in rates for the Water Division.

rates for the Wastewater Division
Public Works Director Schafer explained the proposed resolution related to a 3%
Council-approved utility tax increase on wastewater rates to fund Fire Station 92.
The increase in wastewater rates would be applied directly to the ready-to-serve
charge on a bi-monthly billing period in the amount of 8.4% for 2026 and 3%
each year for 2027 through 2029.

MOTION: Potrykus moved and Roy seconded to adopt the resolution. The
motion carried by a 6-1 roll call vote; with Gonzalez voting no.
RESOLUTION NO. 2026-083, A RESOLUTION amending the Master Fee
Schedule to incorporate the increase in rates for the Wastewater Division.
9.E Ordinance amending the 2025-2026 Biennial Budget for the City of Yakima; and
making appropriations from unappropriated fund balances in various funds for
expenditures during 2026, including 2025 encumbrances (First Reading)
Director of Finance and Budget Craig Warner briefed Council on the first reading
of the budget amendment highlighting items including grant funding for the
Comprehensive Plan Periodic update, a donation for indoor UAS drone devices,
increased costs for natural gas, indigent defense, information technology
equipment, leave liability settlements, labor relations professional services, snow
removal contingency, and previously approved Council actions related to the
Washington Fruit Community Center, Lions Pool, and Fire Station 92.

First Reading of AN ORDINANCE amending the 2026 Budget for the City of
Yakima; and making appropriations from Unappropriated Fund Balances within
various funds for expenditure during 2026 for various purposes as described in
the attached Schedule I.
10) City Manager Update
10.A Franklin Pool update
Councilmember Byers briefly shared her thoughts about recent decisions related
to Franklin Pool and expressed trust in staff's ability to open the pool.
Parks and Recreation Manager Ken Wilkinson provided an update on the City's
efforts to open Franklin Pool by the June 15th Council-directed deadline. He
presented pictures of the construction work in progress and shared challenges
concerning specialty pool parts and lifeguard training.
10.B Preview of upcoming topics
Assistant City Manager Gary Ballew reported that upcoming topics include a
discussion of 1406 Funds and an updated annexation area proposal.
11) Other Business
MOTION: Byers moved and Berg seconded to direct staff to prepare a Juneteenth
Freedom Week proclamation to be placed on the June 9 agenda. The motion carried
by unanimous vote.
Councilmembers requested information about the possibility of using 1406 Funds for
utility connection fees and having separate meters for Accessory Dwelling Units (ADU).
12) Adjournment
MOTION: Glenn moved and Byers seconded to adjourn to the next City Council
regular meeting on June 9, 2026, at 5:30 p.m. in the City Hall Council Chambers.
The motion carried by unanimous vote.
The meeting adjourned at 7:05 p.m.
