For Meeting of: June 9, 2026 ITEM TITLE: Update on Petition for East Yakima Business Area Annexation (vicinity of Terrace Heights Dr., University Parkway, and Highway 24) SUBMITTED BY: Bill Preston, Community Development Director *Trevor Martin, Planning Manager SUMMARY EXPLANATION: The previous annexation Notice of Intent from July 22, 2024 has expired. The City of Yakima has received a new Notice of Intent to Petition for Annexation on April 23, 2026, from Larry Hull. This is the first of a two-part public meeting. This part is to present a possible annexation boundary, discuss indebtedness, zoning, and to seek public input, all to provide council an opportunity to review options prior to approval or rejection at a future meeting. At the second public meeting (to be scheduled), staff will present a report and provide Council with the material they need if they wish to accept and begin the annexation process. Council will then have the opportunity to direct staff to draft the official Annexation Petition and collect signatures from property owners to begin the Annexation review procedures. The final Annexation Ordinance will be brought to City Council at a later date. A resolution is not required in order to have staff return to Council with additional materials; simply a motion instructing staff to continue the process would suffice. An outline of the annexation process is attached. ITEM BUDGETED: N/A STRATEGIC PRIORITY 24-25: A Resilient Yakima RECOMMENDATION: No action required; at a future meeting, Council will have the opportunity to direct staff by motion to draft the official Annexation Petition and collect signatures from property owners to begin the Annexation review procedures. Set Date Public Meeting to determine the following: • Accept, reject, or geographically modify the proposed annexation; • Whether it shall require the simultaneous adoption of the comprehensive plan; • Whether it shall require the assumption of all or of any portion of existing city or town indebtedness by the area to be annexed. 3. If the City Council chooses to proceed with the annexation: 4. Permit the City to collect 60% of signatures - the petition must be signed by the owners of not less than sixty percent in value according to the assessed valuation for general taxation of the property for which annexation is petitioned, City will also work with other parties on agreements during this time; 5. After signatures have been collected, set date for public hearing and ordinance; 6. Reevaluation of City Council Districts; 7. Public hearing held with City Council; 8. After Public Hearing, Ordinance and supporting information forwarded to the Yakima County Boundary Review Board for 45 day notice; 9. After Boundary Review Board review, Ordinance is recorded and area becomes annexed into City Limits. 10.
