5:30 PM City Council Regular Meeting — Conducted in person and virtually via Zoom.
1) Roll Call
The meeting was called to order at 5:32 p.m.
Present: Mayor Matt Brown, presiding; Assistant Mayor Reedy Berg and Councilmembers
Patricia Byers, Rick Glenn, Felisa Gonzalez, Juliet Potrykus and Leo Roy
Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda

2) Pledge of Allegiance
Mayor Brown led the Pledge of Allegiance.
3) Interpreter Services
Mayor Brown introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4) Public Comment
Andreina Rangel (County resident) and Noemi Sanchez (City resident) commented about
Flock cameras and urged Council not to renew upcoming contracts.
William Chichenoff (City resident) spoke about public housing resources for individuals
released from incarceration dealing with addiction and mental health issues.
5) Open Discussion for the Good of the Order
None.
6) Council Reports
Councilmember Glenn asked community members who comment about Flock cameras
to provide alternatives or suggestions.
Councilmember Potrykus reported about the Yakima Regional Clean Air Agency's recent
board meeting where they decided to review, at upcoming meetings, their application
process and how the agency determines whether to grant or deny a project application.
7) Consent Agenda
Mayor Brown referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members present. Item 7H was
removed from the Consent Agenda.) The City Clerk read the Consent Agenda items,
including resolutions and ordinances, by title. (Items on the Consent Agenda are
handled under one motion without further discussion -see motion directly below.)
MOTION: Berg moved and Byers seconded to approve the consent agenda as read.
The motion carried by a 7-0 roll call vote.

7.D Resolution authorizing a contract with SCI Industrial Services LLC for the
Digester Mixer Installation at the Wastewater Treatment Facility Project WF2715
RESOLUTION NO. R-2026-073, A RESOLUTION authorizing a contract with SCI
Industrial Services LLC for Project WF2715 Digester Mixer Installation at the
Wastewater Treatment Facility.
7.E Resolution authorizing the application and acceptance, if awarded, grant from the
United States Department of Justice, Bureau of Justice Administration, Edward
Byrne Memorial JAG Grant for FY2025
RESOLUTION NO. R-2026-074, A RESOLUTION authorizing an application and
acceptance, if awarded, a grant from the United States Department of Justice,
Bureau of Justice Administration, Edward Byrne Memorial Justice Assistance
Grant Program.
7.F Resolution authorizing the third amendment to the Commercial Lease Agreement
with the Greater Yakima Chamber of Commerce
RESOLUTION NO. R-2026-075, A RESOLUTION authorizing a third amendment to
the Commercial Lease Agreement between the City of Yakima and the Greater
Yakima Chamber of Commerce for property located at 10 North 9th Street in Yakima.
7.G Resolution authorizing an Interlocal Agreement between the City of Yakima,
Yakima County, and Washington State Department of Transportation for the
Naches-Cowiche Confluence Complex project
RESOLUTION NO. 2026-076, A RESOLUTION authorizing the City Manager to
execute an Interlocal Agreement between the City of Yakima, Yakima County,
and the Washington State Department of Transportation for the Naches-Cowiche
Confluence Complex Project.
7.H Resolution authorizing an agreement with the Yakima Youth Golf Association for
the 1st Tee Program
This item was removed from the Consent Agenda.

Parks and Recreation Manager Ken Wilkinson briefed Council on the resolution.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Berg seconded to approve Item H. The motion
carried by a 7-0 roll call vote.
RESOLUTION NO. R-2026-077, A RESOLUTION approving the Agreement
between the City of Yakima and the Yakima Youth Golf Organization, aka the
First Tee of Yakima ("First Tee") for use of Fisher Park Golf Course for certain
youth golf activities.

9) Department Items
9.A Resolution supporting the designation of Opportunity Zones
Assistant City Manager Gary Ballew presented information about Opportunity Zones
and identified the three tracts within the city that meet the criteria: Mill Site area,
Downtown Yakima, and 18th Street/Nob Hill Blvd. Staff suggested that these tracts
be recommended to the Governor for consideration and to forward to the US
Treasury for designation as potential opportunity zones.
The City Clerk read the resolution by title only.
After Council discussion,
MOTION: Glenn moved and Berg seconded to adopt the resolution [proceed
with the application for opportunity zones as outlined]. The motion carried by a 7-0
roll call vote.
RESOLUTION NO. R-2026-078, A RESOLUTION supporting the nomination of
three census tracts within the City of Yakima for designation under Washington
State's Opportunity Zones 2.0 Program.
10) City Manager Update
10.A Preview of upcoming topics
City Manager Vicki Baker acknowledged Public Works employees during Public
Works Week and recognized lifeguard Emiliano Garcia for his work at Franklin
Pool. Parks and Recreation Manager Ken Wilkinson provided a brief update on
the Franklin Pool leak repair project and noted training classes for lifeguards. He
also pointed out some misinformation on social media related to Franklin Pool.
City Manager Baker reported upcoming topics will include a grant application for
the Airport Terminal Modernization project and a report of the HB 1406 Fund.

12) Adjournment
MOTION: Byers moved and Berg seconded to adjourn to the next City Council
regular meeting on June 2, 2026, at 5:30 p.m. in the City Hall Council Chambers.
The motion carried by unanimous vote. The meeting adjourned at 6:18 p.m.
