R-2026-071 authorizing the execution of an agreement with Department of Ecology (Ecology) for the former Tiger Oil site located at 2312 West Nob Hill Boulevard. WHEREAS, Ecology has partnered with the City of Yakima for the cleanup and continued remediation of the former Tiger Oil site located at 2312 West Nob Hill Boulevard; and, WHEREAS, on May 19, 2015 Yakima entered into an Interagency Agreement with Ecology (R-2015-069) for cleanup activities of the former Tiger Oil site; and, WHEREAS, Ecology has prepared Agreement TCPRA-2527-YakiCM-00079 with the City of Yakima will replace former Agreement TCPRA-2015-YakiCM-00058; and, WHEREAS, the agreement provides $369,849.00 in funding with a required match of 10% for activities that include Engineering Design and Cleanup Construction; and, WHEREAS, matching funds are budgeted in the City's environmental fund 552; and, WHEREAS, the City Council finds and determines that approval of this interagency agreement is in the best interest of the City of Yakima; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute an Interagency Agreement with Department of Ecology for the former Tiger Oil site located at 2312 West Nob Hill Boulevard, attached hereto and incorporated herein by this reference as described in Agreement TCPRA- 2527-YakiCM-00079, ADOPTED BY THE CITY COUNCIL this 121" day of May, 2026. For Meeting of: May 12, 2026 Resolution authorizing a grant program agreement with the Department of Ecology for environmental cleanup of Tiger Oil site at 2312 W Nob Hill Blvd SUBMITTED BY: Bill Preston, Community Development Director SUMMARY EXPLANATION: The City of Yakima (City) has been working with the Department of Ecology to clean up the former Tiger Oil site located at 2312 W Nob Hill Blvd. The City recommends entering into an Agreement with Department of Ecology to continue the remediation of the site. The Department of Ecology grant requires a 1 0°/© match. Expiration of the agreement is 6/30/27. Match is budgeted in an environmental fund. The work includes continuation of engineering design and cleanup construction activities to install vapor intrusion mitigation systems.
