III.Audience Participation Commission Chair i.No audience present IV.Certificate of Appropriateness Hearings Staff Liaison i.104 W. Yakima Ave – Union Pacific Building 1.Staff discusses the proposal to replace the windows of the Union Pacific building 2.Commissioner Mann comments that he appreciates the investment the applicant is making in the historic building by replacing these windows. 3.Commissioner Bussey asks if the windows are listed within the historic registration of the building and discusses that the proposed windows are proposed to match the exact layout of the existing historic windows. 4.Commissioner Mann moves to approve the Certificate of Appropriateness, Edmonson seconds. The commission votes and approves the Certificate of Appropriateness for 104 W. Yakima Ave. ii.2810 Barge Street – Accessory Dwelling Unit 1.Staff introduces the next item, a Certificate of Appropriateness for the construction of an Accessory Dwelling Unit (ADU) at 2810 Barge Street. Staff informs that the proposed ADU will take the place of an existing garage structure, and indicates that application materials were limited. 2.Staff reviews the submitted site plan and staff report with the commission. 3.Staff recommends approval based on the requirements of the Yakima Municipal Code, but reiterates that application materials are limited and the commission can request further materials before making a decision. 4.Commissioner Mann asks if the applicant indicated that the ADU structure would be built with a brick fascia. Staff responds that they did not make any indication of what building materials would be used and that the application packet that was submitted was incomplete. 5.Staff explains that the recommendation to approve was not based on application materials but was rather based on the requirements of the Yakima Municipal Code (15.09.045(b)(4)). Commissioner Bussey asks if the garage on the property is considered historic as well and discusses this with staff. The property itself is considered a contributing property and no specific structure on this property is listed on a historic register. 8. Commissioner Mann asks if it would be okay to push the item back one more month to collect additional information before making a decision. Staff indicates doing so would be okay. 9. Commissioners discuss pushing the item back for more information or approving the item as submitted. 10. Commissioner Edmonson notes a date error within the staff report. 11. Commissioner Edmonson moves to approve the certificate of appropriateness. Commissioner Mann seconds the motion. The commission votes to approve the Certificate of Appropriateness for 2810 Barge Street. V. Adjournment i. Commissioner Mann motions to adjourn, Commissioner Bussey seconds. The commission votes to adjourn to the February 25, 2026 HPC meeting. Adjourn to next scheduled Historic Preservation Commission meeting February 25, 2025, at 5:30pm in the Council Chambers.
