ITEM TITLE: Washington Fruit Community Center and Harman Center Request for
Interest (RFI) update

SUMMARY EXPLANATION:
At the April 21, 2026, City Council asked for an update on the Request for Interest (RFI) and Request for
Proposals (RFP) process regarding the operation and management of the Washington Fruit Community
Center and the Harman Center. The city received three Letters of Interest for the Washington Fruit
Community Center and two letters of interest for the Harman Center. Staff is working with the interested
parties in the development of RFP's for both facilities.

Update
The city received three Letters of Interest for the Washington Fruit Community Center. The
submitters are, On Fire Ministries, Hope Bridge Adult Care Services and Lisa Graham with the Art
Awareness Project. The city received two letters of interest for the Harman Center, from People For
People and The Terraces.
Parks & Recreation staff are working with Rudy Silvia, Purchasing Manager and his staff, to create
the Request For Proposal (RFP) documents, with assistance from the parties interested. The plan is
to send out the RFP for the WFCC as soon as possible and the RFP for the Harman Center later in
the summer.
Background:
As part of the 2026 Budget discussion, Council directed staff to identify organizations that might be
interested in managing and operating the Washington Fruit Community Center and the Harman
Center.
On February 17, 2026, an update was given to Yakima City Council regarding the Request For
Interest (RFI) process for the two centers. A Press Release from the City was sent to the media
outlets on February 25, 2026, letting the community know about the RFI process. An article was in
the Yakima Herald Republic on February 16, 2026. On February 25, 2026, KIMA aired a story about
the RFI process and on March 9, 2026, KNDO aired a story regarding the RFI process.
In addition, RFI letters were sent to 45 organizations on March 9, 2026. A list of the organizations
that were sent letters is attached. The RFI closed on march 25, 2026.
